Gurugram : A high-level review meeting on the implementation of the Pradhan Mantri Surya Ghar Muft Bijli Yojana (PMSGMY) was held at the UHBVN Conference Hall in Panchkula under the chairmanship of Vikram Singh, Special Secretary (Energy), Government of Haryana, and Managing Director of Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN).
During the meeting, the Managing Director conducted a comprehensive review of applications received under the scheme, approved cases, rooftop solar installations, and pending matters. He directed officials to accelerate the implementation process and ensure that consumers receive the benefits of the scheme within the stipulated timeframe. Special emphasis was also laid on the prompt resolution of issues arising at different levels.
Vikram Singh instructed officials and empanelled vendors to speed up the installation of rooftop solar systems while maintaining prescribed quality standards. He stressed that no consumer application should remain pending and directed that installation work be completed within the fixed timelines.
To strengthen coordination and ensure timely resolution of issues, the Corporation decided to hold regular coordination meetings with vendors on the first Wednesday of every month.
Bank officials attending the meeting were urged to simplify and expedite loan sanction and disbursement procedures under the scheme so that consumers do not face financial hurdles. Officials observed that faster banking processes would help extend the benefits of the scheme to a larger number of households.
During discussions, vendors highlighted that consumers were facing difficulties in obtaining loans for 2 kW and 3 kW rooftop solar systems due to strict CIBIL score requirements and cumbersome documentation procedures. In response, banks were directed to simplify formalities related to ownership proof and verification and appoint dedicated officers for handling Rooftop Solar (RTS) loan applications. Challenges related to sanctioning loans for systems above 3 kW capacity were also reviewed in detail.
The Managing Director also reviewed progress reports submitted by various circles and divisions. DHBVN has issued 36,130 connections against its target of 1.22 lakh connections, while UHBVN has issued 45,605 connections against its target of 1 lakh. Together, both power utilities have issued a total of 81,735 connections under the scheme so far.
Officials were directed to conduct field-level awareness campaigns to educate consumers about the benefits of rooftop solar systems. During the meeting, it was emphasized that the scheme would not only reduce electricity bills for consumers but also promote clean and green energy adoption across the state.
Corporation officials highlighted that the PM Surya Ghar Muft Bijli Yojana is a major initiative of the Government of India aimed at promoting energy self-reliance by connecting domestic consumers to solar energy.
A proposal was also discussed to appoint district-level nodal officers for better coordination among banks, DISCOMs, and vendors. The meeting further emphasized time-bound correction of beneficiary details, adoption of transparent procedures, maintenance of quality standards in installations, and improving the efficiency of meter procurement and supply processes.
The meeting was attended by REC Chief Project Manager Bharat Mohan, UHBVN Director Anil Yadav, Chief Engineer (Commercial) Deepak Popli, DHBVN Chief Engineer (Commercial) Anil Sharma, Superintending Engineers from various circles, Public Relations Officers, officials from UHBVN and DHBVN, representatives of banks, empanelled vendors, system integrators, REC officials, and around 240 district and field-level officers.
