New Delhi : The Government has established a robust, nationwide, integrated system to counter cyber threats, combining policy, coordination, incident response, cyber forensics, and capacity-building initiatives across multiple agencies. The framework was detailed in a written reply by Minister of State for Home Affairs, Bandi Sanjay Kumar, in the Lok Sabha.
Integrated National Cyber Defence Structure
The National Cyber Security Coordinator (NCSC) under the National Security Council Secretariat oversees high-level coordination among agencies handling cyber threats. The Indian Cybercrime Coordination Centre (I4C) functions as a central mechanism for tackling cybercrimes across jurisdictions.
The Indian Computer Emergency Response Team (CERT-In), designated under Section 70B of the IT Act, 2000, serves as the national agency for managing cybersecurity incidents. It operates an automated cyber threat intelligence exchange system that distributes sector-specific alerts for early threat mitigation. CERT-In’s National Cyber Coordination Centre (NCCC) monitors cyberspace to detect threats and shares real-time inputs with relevant authorities, state governments, and stakeholders.
Protection of Critical Infrastructure
To safeguard national critical information systems, the Government has set up the National Critical Information Infrastructure Protection Centre (NCIIPC) under Section 70A of the IT Act. Meanwhile, the National Informatics Centre (NIC) provides IT infrastructure to central, state, and district administrations and adheres to strict security practices to prevent cyberattacks.
CyMAC: Multi-Agency Cyber Intelligence Platform
The Ministry of Home Affairs has launched the Cyber Multi Agency Centre (CyMAC) under the existing MAC network. Participating agencies include:

CyMAC enables real-time monitoring, joint threat intelligence, and coordinated incident response against cybercrime, cyber espionage, cyberterrorism, and misuse of emerging technologies. Agencies are being encouraged to fully integrate with this platform to bolster national cyber defence and secure India’s ICT infrastructure.
Expansion of Cyber Forensic Capabilities
A new National Cyber Forensic (Investigation) Laboratory has become operational in Assam since 29 August 2025. It enhances forensic analysis and digital investigation particularly for law enforcement agencies (LEAs) in the North-Eastern states and Sikkim.
In addition, the state-of-the-art NCFL(I) facility established in Dwarka, New Delhi under I4C in 2019 continues to support investigations nationwide. As of 31 October 2025:

Cyber Forensic Labs have also been set up in 33 States/UTs under the Cyber Crime Prevention Against Women and Children (CCPWC) Scheme. The Ministry of Home Affairs has provided ₹131.60 crore to States/UTs for forensic consultants and training labs.
Workshops, Joint Task Teams, and Inter-State Coordination
CERT-In regularly conducts workshops and cyber drills across the country, including in the North-Eastern region, to improve information sharing and joint response strategies.
Seven Joint Cyber Coordination Teams (JCCTs) have been set up in major cybercrime hotspots — Mewat, Jamtara, Ahmedabad, Hyderabad, Chandigarh, Visakhapatnam, and Guwahati — to manage multi-jurisdictional cases and strengthen inter-state cooperation.
Samanvaya Platform and “Pratibimb” Module
The Samanvaya Platform now serves as a unified MIS, data repository, and analytics portal for cybercrime investigation. It helps LEAs identify inter-state linkages of cybercriminals and offences.
The Pratibimb module visualizes the locations of criminals and crime infrastructure on digital maps, allowing jurisdictional officers to track networks more effectively. Through these tools:

Massive Online Training Through CyTrain
The CyTrain MOOC platform has been launched to train police officers, prosecutors, judges, CPOs, and CAPF personnel in cybercrime investigation, forensics, and prosecution. As of 31 October 2025:
