Gurugram : In a stern move against lapses in sanitation safety compliance, Pradeep Dahiya, Commissioner of the Municipal Corporation Gurugram, has suspended a Junior Engineer with immediate effect over serious violations during sewer cleaning operations.

The action follows an incident in Sector-10A where prescribed sewer safety norms and anti-manual scavenging laws were allegedly ignored. An internal inquiry found that the official failed to enforce mandatory safety protocols, leading to charges of misconduct and dereliction of duty. Authorities have also indicated that strict action against the contractor and other concerned officials will follow.

Violation of Manual Scavenging Law & SOPs

Officials noted that clear directions had earlier been issued to strictly implement the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 along with standard operating procedures. These include mandatory use of PPE kits, gas detection systems, proper ventilation, emergency rescue protocols, and mechanised sewer cleaning—while completely prohibiting manual scavenging.

Despite these guidelines, serious lapses were detected, prompting immediate disciplinary action. During the suspension period, the official has been directed to remain attached to the Chief Engineer’s office and cannot leave headquarters without permission.

Zero Tolerance on Sanitation Negligence

Reiterating a zero-tolerance policy on manual scavenging and unsafe sewer practices, the Municipal Commissioner stated that any compromise on worker safety or violation of the law will invite strict action.

The move is being seen as a strong administrative step to enforce sanitation worker safety, sewer cleaning regulations, and urban governance accountability, while ensuring dignity and protection for sanitation workers.
