DHBVN Launches Special Verification Drive for HKRN and Outsourced Employees, Constitutes Scrutiny Committees

Gurugram : The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has launched a special verification drive to scrutinise the service records of contractual and outsourced employees engaged through the Haryana Kaushal Rozgar Nigam (HKRN). The initiative is being carried out in compliance with the Haryana Contractual Employees (Security of Service) Act, 2024 and the directions issued by the Haryana Government.

To ensure the process is conducted in a transparent, efficient and time-bound manner, the corporation has constituted Scrutiny Committees at all 11 operational circles, four non-operational offices, and at the headquarters level.

DHBVN Managing Director Vikram Singh, IAS, said that the service records of every contractual and outsourced employee working in the corporation would be verified strictly in accordance with the prescribed procedure and with complete transparency.

He directed all officers to accord the verification process the highest priority and complete it within the stipulated timeframe. He also made it clear that any negligence, error or unnecessary delay in document verification would not be tolerated.

Scrutiny Committees Formed

According to the official order, the Superintending Engineer of each operational circle has been appointed as the Chairperson of the respective Scrutiny Committee. The Executive Engineer and Drawing & Disbursing Officer (DDO), Divisional Accountant, Superintendent, and Assistant have been nominated as members of the committee. A separate Scrutiny Committee has also been constituted at the headquarters.

Comprehensive Verification Process

The Scrutiny Committees will conduct a detailed examination of each employee’s:

  • Service records
  • Appointment and extension orders
  • Continuity of service
  • Educational qualifications
  • Work experience
  • Age
  • Other eligibility-related documents

The committees will also verify whether the employee fulfilled the prescribed educational qualifications and eligibility conditions at the time of appointment.

The verification exercise is being undertaken through the online portal established under the Haryana Contractual Employees (Security of Service) Act, 2024.

Daily Target of 30 Cases

Under the directions issued by the corporation, all concerned officers have been instructed to ensure the early verification of pending cases relating to HKRN and outsourced employees working under their jurisdiction.

Each Scrutiny Committee has been directed to verify at least 30 cases every day and forward the verified records, along with the mandatory undertaking certificate, to the headquarters through a special messenger.

The corporation has clarified that incomplete or defective cases will not be accepted.

Final Approval Process

After scrutiny at the headquarters, the verified cases will be routed through the Chief Engineer (Administration) for approval by the Managing Director.

Final approval on the online portal will be granted only after receiving the recommendations of the Scrutiny Committee along with the duly signed undertaking certificate.

Accountability and Disciplinary Action

Managing Director Vikram Singh said that the Chairpersons of the Scrutiny Committees would be personally responsible for ensuring the accuracy of service records, authenticity of documents, verification of eligibility, and timely submission of files.

He warned that disciplinary action would be initiated against the concerned officers or employees if they fail to submit the prescribed number of cases, forward incomplete records, or send cases without the mandatory undertaking certificate, in accordance with the applicable rules.
