New Delhi : In a major step towards strengthening India’s maritime capabilities, the Ministry of Ports, Shipping and Waterways (MoPSW) has signed a Plan of Implementation with the Korea International Cooperation Agency (KOICA) on April 2, 2026, to advance skill development in the country’s shipbuilding sector.
The initiative aligns with the government’s long-term roadmap under the Maritime Amrit Kaal Vision 2047, which aims to transform India into a global maritime powerhouse. The project focuses on building a strong foundation of skilled professionals to support the growth of the shipbuilding and marine engineering industries.
As part of the collaboration, KOICA—along with institutions such as the Korea Research Institute for Vocational Education and Training—will conduct detailed studies on India’s shipbuilding ecosystem. The exercise will include workforce mapping, identification of skill gaps, and the preparation of a comprehensive roadmap for human resource development.
Union Minister Sarbananda Sonowal described the partnership as a significant milestone, stating that it will help build a future-ready and globally competitive maritime workforce. He emphasized that under the leadership of Prime Minister Narendra Modi, India is rapidly transforming its maritime sector into a key driver of economic growth and strategic strength.
Focus on Skill Development and Global Collaboration
The project will also include a series of bilateral workshops in India and South Korea, bringing together policymakers, industry leaders, and academic experts to share best practices and strengthen cooperation.
Additionally, discussions are at an advanced stage to establish a dedicated ‘Shipbuilding Workforce Development and Technology Cooperation Center’ in India. The proposed centre will focus on delivering industry-oriented training, enhancing technical skills, and improving productivity across the sector.
Strengthening India’s Maritime Ambitions
By leveraging South Korea’s technological expertise, the initiative is expected to significantly enhance institutional capacity, promote innovation, and generate employment opportunities, particularly for the youth.
The collaboration marks a key milestone in India’s journey to emerge as a global hub for shipbuilding and maritime services, reinforcing the government’s commitment to international partnerships, skill development, and sustainable maritime growth.
