New Delhi : The United States is confronting an unprecedented security challenge as it faces simultaneous nuclear threats from China and Russia, a senior official told lawmakers during a recent congressional hearing, international media reported .
According to media reports, Thomas DiNanno, Acting Under Secretary for Arms Control and International Security, stated that the evolving global landscape marks a historic shift in nuclear threat dynamics, with Washington now required to manage strategic risks from two major nuclear powers at the same time. He also warned that threats from smaller nuclear-armed states are increasing.
Traditional Arms Control Frameworks ‘No Longer Sufficient’
DiNanno emphasized that existing arms control agreements are outdated and ill-equipped to deal with modern geopolitical complexities and rapid technological advancements.
He reiterated his commitment to pursuing verifiable and enforceable arms control agreements that strengthen U.S. national security, adding that his office is actively working to modernize current frameworks.
Concerns Over Expanding Nuclear Capabilities
Highlighting the limitations of past treaties, DiNanno referred to New START Treaty, stating that it restricted the United States while allowing Russia to maintain and expand a significant arsenal of theater-range nuclear weapons.
He defended the administration’s decision to move beyond the expired agreement, noting that newer strategies must reflect the realities of evolving military capabilities among U.S. adversaries.
Push for New Arms Control Agreements
According to DiNanno, the administration is developing updated arms control frameworks aligned with the strategic vision of Donald Trump.
He stated that future treaties must:
- Address emerging technologies
- Adapt to shifting global security dynamics
- Ensure enforceability and transparency
Reorganization Strengthens US Security Coordination
DiNanno also highlighted structural changes within the State Department, noting that the expanded “T-Family” framework now integrates key functions such as arms control, nuclear non-proliferation, counter-terrorism, and politico-military affairs.
This reorganization aims to improve coordination in:
- Export controls
- Sanctions enforcement
- Treaty verification
Broad Mandate to Counter Global Threats
The official added that his office oversees a wide range of responsibilities, including preventing the spread of weapons of mass destruction, managing arms transfers, and strengthening international security partnerships.
