Bihar Government Delegation Visits Gurugram to Study its Model of Urban Management

Gurugram : A high-level delegation from the Bihar government visited Gurugram on Saturday. ​​During the visit, the delegation conducted a detailed study of Gurugram’s administrative structure and working methods. The objective of the visit was to understand successful models of urban management and evaluate the possibilities of implementing them in cities of Bihar.

Formal Welcome at MCG Office

Upon the delegation’s arrival at the MCG office, they were welcomed by Joint Commissioner Ravinder Malik. During the meeting, he presented detailed information about the MCG’s administrative structure, the responsibilities of various departments, and the coordination system. The officials were informed that in Gurugram, special emphasis is placed on digital monitoring, field supervision, and inter-departmental coordination to make urban services effective.

Special Discussion on Sanitation System and Property Tax System

The meeting included a detailed discussion on the city’s sanitation system, waste collection system, and monitoring mechanism. The Chief Sanitation Inspector provided information about the systems being implemented at the ground level. The MCG’s property tax system, digital methods of revenue collection, and transparent processes were also presented, which the delegation understood with particular interest.

Information on Engineering, Planning, and Enforcement Processes

Detailed information was also provided on the working style of the MCG’s engineering and planning wing. The Executive Engineer and Assistant Engineer explained the infrastructure development, roads, drainage, and construction work monitoring system. The delegation was also informed about the enforcement process, including actions taken against illegal construction, zoning violations, and compliance with development control rules.

Interest Shown in Developers Licensing Process

During the meeting, the delegation obtained specific information about the developers’ licensing process. They were informed about how technical, legal, and planning standards are checked before issuing licenses to ensure planned development. The delegation shared that the Bihar government is working towards the planned and systematic development of 11 cities in the state, and the Gurugram model can provide useful guidance in this direction. The Bihar government delegation included Special Secretary Rajiv Kumar Srivastava, Additional Secretaries Manoj Kumar and Vijay Prakash Meena, Gaya Municipal Commissioner Abhishek Palasia, ATP Anupam Sunil, Assistant Architect Sumit Ranjan, and Town Planner Vaibhav Bhatnagar.

From the MCG (Municipal Corporation of Gurugram), Joint Commissioner Ravindra Malik, Executive Engineer Pradeep Kumar, Assistant Engineer Manoj Ahlawat, and Chief Sanitation Inspector Sandeep Kumar were present.

Sharing experiences will provide new direction

At the end of the meeting, both sides agreed that such inter-state study tours are helpful in making urban administration more effective, transparent, and technology-based. The lessons learned from Gurugram’s working methods can prove useful in the planned development of Bihar’s emerging cities.
