-Strict Action on Groundwater Misuse Directed at District Coordination Meeting

Gurugram : The 8th District Coordination Meeting of Gurugram was held on Thursday at the Mini Secretariat under the chairmanship of Shri D.S. Dhesi, Principal Advisor, Urban Development, Government of Haryana. Key discussions focused on strengthening sewerage infrastructure, improving water resource management with a focus on curbing groundwater misuse, advancing key urban infrastructure projects and ensuring stricter environmental compliance through coordinated inter-departmental action.

The meeting was attended by Chief Executive Officer, Gurugram Metropolitan Development Authority (GMDA) P.C. Meena, Deputy Commissioner Ajay Kumar, Municipal Commissioner, Municipal Corporation Gurugram (MCG), Shri Pradeep Dahiya, Deputy Commissioner of Police (Traffic), Gurugram, Rajesh Mohan along with senior officers from various departments.

GMDA to Take Over Sewer Network; Decentralised Treatment to be Strengthened :

In a major decision aimed at improving sewerage management, it was directed that GMDA will take over the 69 Km sewer network in Sectors 81–115 from HSVP to streamline operations, enhance maintenance efficiency and ensure better sewage amenities in these rapidly developing sectors.

Additionally, to address existing gaps and reduce load on centralized systems, HSVP and Municipal Corporation Gurugram (MCG) will undertake planning for construction of Micro Sewage Treatment Plants (STPs) to enable localised treatment of wastewater. This decentralised approach is expected to improve overall system efficiency and ensure environmentally sustainable sewage management.

The Chair also directed that the condition of existing 66.5 Km sewage pipeline laid by HSVP be assessed through joint inspections, including desilting status and functionality of pipelines, to ensure seamless integration and optimal utilisation of the laid network.

Strict Enforcement on Groundwater Misuse Following NGT Directions :

In compliance with significant directions of the National Green Tribunal regarding illegal extraction of groundwater and sustainable water management, the meeting underscored the need for strict enforcement across the district.

Competent authorities were directed to take necessary action to curb misuse of groundwater, including checking illegal borewells and unauthorized extraction. It was further directed that treated wastewater must be mandatorily utilised for non-potable purposes such as construction activities, horticulture, and dust mitigation measures, thereby reducing dependence on fresh water.

Regular inspection drives will be conducted at all relevant locations to monitor compliance, with a focus on preventing misuse of potable water. The District Administration will closely monitor the entire exercise to ensure effective implementation and accountability across departments.

Review of Budget Announcements and Key Infrastructure Projects :

A review was undertaken of key budget announcements aligned with the Haryana Vision 2047 roadmap, wherein Gurugram has emerged as a major beneficiary. Major projects pertaining to enhancement of road, water supply and public transportation infrastructure were discussed.

GMDA officials informed that the tender for the elevated corridor from Vatika Chowk to NH-48 has been floated. Additionally, the tender for the flyover at Dadi Sati Chowk will be floated by the Authority this month. Coordination is also underway with metro authorities for grade separator alignments at Millennium City Centre Metro Station and Bakhtawar Chowk. NHAI officers apprised that a consultant is being engaged for the construction of a 6-lane road from Harsaru bypass on Gurugram-Pataudi Road to Jhajjar via Wazirpur.

To augment water treatment capacity, tenders have been floated by GMDA for additional 100 MLD filtration units at Basai and Chandu Budhera water treatment plants, which will significantly strengthen water supply infrastructure in the city. The establishment of Waste to Energy Plant with 25 MW capacity is being taken up by Municipal Corporation Manesar and a Consultant will be engaged for the project. Additionally, HSIIDC has prepared the DPR for the construction of 20 MLD commom effluent plant at Manesar.

The Chair directed all concerned departments to furnish updated timelines and ensure time-bound execution, indicating that progress will be closely monitored at the highest level and delays will be viewed seriously.

Focus on Environmental Compliance and Air Quality Management :

Progress under the City Action Plan prepared for the Commission for Air Quality Management (CAQM) was also reviewed, particularly in areas of dust control, removal of construction and demolition waste, mechanized sweeping, and development of green belts. The Chair directed departments to intensify on-ground efforts, undertake cleanliness drives and ensure strict enforcement against violations to achieve visible improvements in environmental conditions. HSVP was directed to expedite bituminous road works in sector 29. Road developing departments were told to expedite road repair works to curb air pollution as well as enable improved commuting ahead of the monsoon season

Strengthening Urban Mobility :

On urban mobility, it was submitted by CEO GMCBL that to boost public transport services in the city, procurement of 200 electric buses have been approved by the State Government and development of additional bus depots is also being planned at Sector 65 and at Manesar by GMDA. Directions were issued to expedite approvals and resolve pending issues on priority to meet the city’s growing transportation demands.

The Chair emphasised on improved coordination and timely execution of works. All departments were directed to share updated timelines and status reports, with clear instructions that progress will be closely monitored and delays will not be tolerated.
