Chandigarh : Haryana is becoming India’s first state to launch a fully digital, corruption-free land registration system from November 1st, replacing a 58-year-old traditional system. The system is 100% paperless and cashless—powered entirely by digital signatures and online transactions. Citizens can rate their experience instantly through QR codes at Revenue offices. This world-class system sets a new benchmark for the entire nation. The future of land governance starts here.
This information is shared by Dr Sumita Misra, Home Secretary Haryana & ACS Jails CID Justice & Prosecution Depts, FCR Haryana on her social media plateform through a video message on Octobedr 30th . She has said that this decesion is taken under the direction of the Chief minister and Revenue Minister. She has said that the old system of land registration is being changed . It will be paperless system. Haryana will be the firest state to implement this registration system .
She has said that the Chief Minister of Haryana Nayab Singh Saini had launched this pilot programe in Babain under Kurukshetra District on 29th Sept. After one month of testing and improvement this system will be launched in all districts of Haryana on November 1st.
According to Dr sumita Misra any person who wants to sale their land has to make its ID on revenueharyana.gov.in and upload their detail of sale purchase of land and financial transaction. No need of preparing of sale deed as it is already available on this site of 170 typers of sale deeds . This detail will be verified by the registration officer and clerk concerned with in 4-5 days and owner of the land will get an SMS message. The land owner will have to submit online payment and will get date of registree . On the date of rtegistree there will be biometric and photography of land owner and purchaser and just after 15-20 minutes their registree will be displayed on the Revenue portal . They can have a print copy of the saledeed too.
Home Secretary Haryana & ACS Jails CID Justice & Prosecution Depts, FCR Haryana has said that a workshop training was also organised for all staffs of Tehsils . All Tehsildars and Nayab Tehsildars are given thier IDs to conduct this system perfectly after verifying their digital signatures . She has clearified that no offline payment will be accepted .
She also said that the person who has purchased their Stamp papers for this purpose till 3rd November 2025 they will be allowed to have registree till 15th Novemeber 2025. After 15th November no offline payment will be accepted and the system will be fully online functional. She made stress that this system wil make the process transparent and corruption will be completely eradicated .
Dr Misra has announced the state govt has introduced a cheaper provision of land measurement . In rural area a person will have to pay Rs. 1000/-per Acre and for additional acre Rs 500/- where as in urban area the person will have to pay Rs 2000/- per acre . The person will have to apply with payment for this on the revenueharyana.gov.in and an available date will be released. After land measurement the detail of the land will be uploaded after verification.
She has said any person can give their suggestion and feedback about this system . For this purpose a QR Code will be displayed in every Tehsil so that a person can scan through his mobile and send his feedback. On the basis of the feedback of the people it can be improved and monitering of the system wil be done efficiently .
