A Seminar on the Theme “Urban
Transportation – Challenges and Solutions”
Gurugram, 2 December : The Institute of Town Planner, India, Haryana Regional Chapter (ITPI-HRC), Panchkula organised a seminar on Saturday on the theme “Urban Transportation – Challenges and Solutions”. The seminar was inaugurated by Chief Guest V. Umashankar, Commissioner, Municipal Corporation, Gurugram and Additional CEO, Gurugram Metropolitan Development Authority. It was attended by more than 125 delegates including Town Planners, Architects, Engineers and other professionals.
Nadim Akhtar, Chairman, ITPI-HRC welcomed and briefed the participants about objectives of conducting the seminar. Research Team of ITPI-HRC headed by Raj Vir Singh (Ex-CTP), presented the research study on “Planning for Pedestrian and Cycle Movement” which emphasizes on an urgent need to plan for pedestrian and cyclist’s movement by understanding the major Problems and Solutions, related to the pedestrians and cyclists to meet the requirement of a comprehensive approach to plan for Pedestrian and Cycle Movement. The study was released by the Chief Guest on the occasion and mobile app of ITPI-HRC was also launched.
V Umashankar called upon the planners to have a localised-need-based- approach to NMT without copying the concepts as prevalent in the western world. He emphasised that NMT as a viable alternative can be made workable only if it focuses on the mass middle class population of the country. He also informed the gathering that as a first-of-its-kind approach, GMDA would focus on four verticals of planning, which would be all firmly rooted in the master plan of the city, viz, land-use plan, infrastructure plan, mobility plan and environmental plan. So GMDA starts with an all inclusive approach to urban planning.
The technical session was chaired by Raj Vir Singh, Retired CTP, Haryana. Presentations were made by K.K. Joadder, Chief Planner, Town and Country Planning Organization, New Delhi presented on “Retrofitting Plan to Promote NMT and Pedestrianisation – Jasola-Sarita Vihar”, Dr. Udit Jain, Assistant Professor, Amity University, NOIDA presented paper on the topic “Personal Rapid Transit System for Last Mile Connectivity”, Lalit Kumar, Assistant Professor, Deptt. of Arch. DCRUST, Murthal on the topic “Urban Transport System in Gurugram” and Shrinivas Kowligi, Partner, EY LLP, India made presentation presented on the topic “Challenges in Parking and Maintaining Levels of Service on Roads.”
Various experts emphasised the need for a comprehensive approach to deal with urban transportation problems involving various line departments. For integrated approach in planning and management of Urban Transport, it has been recommended that the State Government should constitute Unified Metropolitan Transport Authority (UMTA). It has also been suggested to promote electric vehicles in a big way, so as to achieve the objectives of safe and environmental friendly transportation systems in our cities.

श्री उमाशंकर आज इंस्टीट्यूट ऑफ टाऊन प्लानर्स इंडिया के हरियाणा रीजनल चैप्टर द्वारा गुरूग्राम में ‘शहरी परिवहन-चुनौतियां और समाधान’ विषय पर आयोजित सेमीनार में बतौर मुख्य अतिथि बोल रहे थे। उन्होंने जोर देकर कहा कि नॉन मोटराईज ट्रांसपोर्ट को व्यवहार्य विकल्प के रूप में तभी प्रभावी बनाया जा सकता है, अगर यह देश के जन मध्यम वर्ग की आबादी पर केन्द्रित हो। उन्होंने बताया कि जीएमडीए पहले के अपने तरह के दृष्टिकोण के रूप में योजना के चार ऊध्र्वाधरों पर ध्यान केन्द्रित करेगा, जो शहर के मास्टर प्लान में पूरी तरह से निहित होगा। इनमें भूमि उपयोग योजना, बुनियादी ढ़ांचा योजना, गतिशीलता योजना और पर्यावरण योजना शामिल हैं। जीएमडीए शहरी नियोजन के लिए सभी समावेशी दृष्टिकोण अपनाएगा।
सेमीनार में आईटीपीआई-एचआरसी के अध्यक्ष नदीम अखतर ने आए हुए योजनाकारों एवं अतिथियों का स्वागत किया और सेमीनार आयोजन के उद्देश्यों के बारे में जानकारी दी। पूर्व चीफ टाऊन प्लानर राजवीर सिंह ने पैदल चलने और साइकिल आंदोलन के लिए योजना पर शोध अध्ययन प्रस्तुत किया, जिसमें पैदल यात्री और साइकिल चालक के आंदोलन की प्रमुख समस्याओं और समाधानों को समझने के लिए पैदल यात्री और साइकिल आंदोलन की योजना के लिए एक व्यापक दृष्टिकोण की आवश्यकता को पूरा करें। कार्यक्रम में मुख्य अतिथि द्वारा आईटीपीआई-एचआरसी की मोबाइल एप तथा प्लानिंग फॉर पैडेस्ट्रियन एंड साइकिल मूवमैंट रिसर्च बुक की लांचिंग की गई।
तकनीकी सत्र की अध्यक्षता पूर्व चीफ टाऊन प्लानर राजवीर सिंह ने की। इसमें मुख्य प्लानर केके जोडर, डा. उदित जैन, ललित कुमार, श्रीनिवास कौलगी ने विभिन्न विषयों पर जानकारी दी। विभिन्न विशेषज्ञों ने विभिन्न विभागों से जुड़े शहरी परिवहन समस्याओं से निपटने के लिए एक व्यापक दृष्टिकोण की आवश्यकता पर जोर दिया। शहरी परिवहन की योजना और प्रबंधन में एकीकृत दृष्टिकोण के लिए यह शिफारिश की गई कि राज्य सरकार को एकीकृत महानगर परिवहन प्राधिकरण का गठन करना चाहिए। बड़े पैमाने पर बिजली के वाहनों को बढ़ावा देने के लिए सुझाव दिया गया, ताकि शहरों में सुरक्षित और पर्यावरण अनुकूल परिवहन प्रणालियों के उद्देश्यों को प्राप्त किया जा सके।
इस अवसर पर नगर निगम के सीनियर टाऊन प्लानर सुधीर चौहान सहित पूरे हरियाणा से लगभग 125 योजनाकारों ने भाग लिया।
