Gurugram : Chief Justice of India Justice Surya Kant on Sunday inaugurated the state-of-the-art ‘Tower of Justice’ in Gurugram, marking a major milestone in Haryana’s judicial infrastructure. The ceremony was attended by judges of the Supreme Court of India and the Punjab & Haryana High Court, Union Minister Manohar Lal, Union Ministers of State Arjun Ram Meghwal and Rao Inderjit Singh, members of the Haryana Council of Ministers, judges from the Gurugram and Nuh district judiciary, senior advocates, and several distinguished guests.
Addressing the gathering, Chief Justice Surya Kant recalled that he had laid the foundation stone of the modern and environmentally sustainable district court complex in 2017, and expressed satisfaction at inaugurating the completed project in 2026. He said that Gurugram, as one of India’s leading economic and commercial centres, required a judicial complex equipped with world-class infrastructure to meet the growing demands of the city.
Highlighting Gurugram’s expanding business landscape, the Chief Justice observed that the city is home to offices of more than 1,000 Fortune 500 companies, besides numerous Indian corporations and startups. With increasing commercial activity, he said, legal disputes are inevitable, making an integrated and technologically advanced judicial complex essential for ensuring efficient and timely delivery of justice.
Justice Surya Kant also pointed out that as Gurugram continues to witness rapid industrial and economic growth, the volume of litigation is expected to increase further. He said this would eventually require the appointment of more judicial officers to meet future demands. Expressing confidence in the new facility, he said the complex would significantly benefit litigants while enabling advocates to attend hearings across multiple courts more conveniently within a single premises.
At the time of inauguration of the ‘Tower of Justice’ judicial complex in Gurugram in the presence of Haryana Chief Minister Nayab Singh Saini, Union Minister for Housing and Urban Affairs Manohar Lal, Union Minister of State for Law and Justice Arjun Ram Meghwal, Union Minister of State Rao Inderjit Singh, Justice Vikram Nath, Acting Chief Justice of the Punjab and Haryana High Court Justice Ashwani Kumar Mishra, Justice Harsimran Singh Sethi, Chairman, Building Committee, Punjab and Haryana High Court, Justice Deepak Sibal and Justice Harpreet Singh Brar , He also laid the foundation stone of the Tawadu and Punhana Judicial Complexes in Nuh district through virtual mode.
CJI Surya Kant, Chief Minister Nayab Singh Saini and other dignitaries honoured the workers who contributed to the construction of the Tower of Justice by presenting them with mementoes.
Commending the Haryana Government’s support for strengthening the justice delivery system, Justice Surya Kant said the state has consistently responded positively to proposals submitted by the Punjab & Haryana High Court for developing judicial infrastructure. Recalling his tenure at the High Court, he noted that proposals aimed at improving court infrastructure in Haryana had received prompt approval from the state government.
In his address, the Chief Justice also advocated the development of integrated judicial complexes that would accommodate courts handling judicial as well as quasi-judicial matters under one roof. Such a model, he said, would eliminate the inconvenience of litigants having to travel to multiple locations for different proceedings, making the justice delivery system more citizen-centric and efficient.
The newly inaugurated ‘Tower of Justice’ has been developed as a modern judicial complex featuring 56 fully equipped courtrooms. The centrally air-conditioned building is supported by advanced digital infrastructure and includes separate bar rooms for male and female advocates, a well-equipped library, video conferencing facilities, and other technology-enabled services to facilitate smooth judicial functioning.
Designed with public convenience in mind, the complex also offers dedicated facilities for women, spacious public areas, and a multi-level parking facility, reflecting a comprehensive approach to creating a modern, accessible and efficient judicial environment. The Tower of Justice is expected to significantly strengthen Haryana’s judicial infrastructure while establishing Gurugram as one of the country’s leading centres for technology-driven judicial administration.
