Gurugram : The announcements related to police welfare and civil security in the 2026–27 state budget of Haryana have been widely welcomed by Advocate R. L. Sharma, who said the measures demonstrate the government’s commitment to strengthening the police force and improving the welfare of personnel and their families.
Mr. Sharma, President of the Police Shaheed Foundation, appreciated several key initiatives announced in the budget, stating that they will contribute to police modernisation, transparency in policing, and better social security for police personnel.
One of the major highlights of the budget is a ₹16 crore matching grant for the Police Welfare Fund, which will be used for the benefit of Haryana Police personnel and families of martyred officers. According to Sharma, the fund will support education, healthcare, emergency assistance, and welfare schemes for police families.
The budget has also introduced the “Shagun Yojana”, under which Haryana Police personnel will receive financial assistance for the marriage of their daughters from the Police Welfare Fund. Initially, the scheme provides ₹2.5 lakh assistance, with a proposal to increase the amount to ₹5 lakh in the future.
To further strengthen the state’s internal security and counter-terrorism capabilities, the government has allocated ₹35.5 crore for the establishment of an Anti-Terrorist Squad (ATS). Dedicated ATS units are expected to be set up in Gurugram and Panchkula, which will help enhance surveillance and action against terrorism and organised crime.
Mr. Sharma also welcomed the government’s decision to purchase 5,000 body-worn cameras for police personnel, calling it an important step towards improving transparency, reducing disputes during duty, and enhancing officer safety.
Additionally, the deployment of 150 Emergency Response Vehicles has been announced to improve rapid response during emergencies, which is expected to significantly strengthen public safety and law-and-order management, he said.
In another important step, the government has announced 20% reservation for Agniveers in police recruitment, supporting the Agnipath Scheme. Sharma said that recruiting military-trained youth into the police force will further strengthen the state’s security framework.
The budget also proposes the establishment of Women Police Stations and Cyber Police Stations, which will play a crucial role in enhancing women’s safety and tackling cybercrime in the state.
Suggestions for Further Reforms
While appreciating the initiatives, Sharma urged the government to consider additional measures for the welfare of police personnel, including:

Formation of a Police Welfare Board on the lines of the Labour Welfare Board.

Strengthening special pension and education assistance for families of martyred police personnel.

Setting up Police Welfare Counselling and Help Desks in every district.

Conducting regular mental health and stress-management programs for police personnel.

Providing priority government jobs to dependents of police personnel who die in the line of duty.
Mr. Sharma stated that prioritising police welfare and civil security in the Haryana Budget 2026–27 will boost the morale of the force and reflect the government’s sensitivity towards families of martyred police personnel. He added that the Police Shaheed Foundation will continue working for the welfare and rights of police personnel and their families.
