- PFTI said – Unless there is a cognizable offense, the solution should be through the Labor Department only
- Monitoring cell should be formed, instructions should be issued to District Magistrates and Police
Gurugram : Professional Federation of Trade and Industry (PFTI) has written a letter to the Honorable Chief Minister of Haryana, Shri Nayab Singh Saini, regarding unnecessary interference of police in labor disputes. This letter is in reference to the high-level meeting held in January 2025, in which concern was expressed over the direct involvement of police in the process of resolving complaints related to workers.
PFTI Chairman Deepak Maini said that in recent times, many such cases have come to light in major industrial districts like Faridabad, Gurugram, Sonipat, Panipat and Yamunanagar, where direct interference of local police was seen in general labor disputes related to workers. Such cases often arise in a situation when the complainant is not aware of the procedures of the Labor Department and he reaches the police station directly.
PFTI has cited this interference as a hindrance to industrial operations, lack of investor confidence and deterioration in the processes of the Labor Department. Citing Sections 10 and 11 of the Industrial Disputes Act 1947, the organization clarified that unless there is a cognizable offense, the police has no statutory role. Citing the example of a similar directive issued by the Uttar Pradesh government in 2023, a demand has been made to the Haryana government to issue a similar clear order.
In the letter sent to the Chief Minister, PFTI has made four main suggestions. The first suggestion is that a formal instruction should be issued from the Chief Minister’s Secretariat to all the District Magistrates and Police Officers so that the situation can be completely clear. Under the second suggestion, it has been demanded that the processes should be simplified and institutionalized under the principles of enterprise ease. The third suggestion is to establish a monitoring cell under the Labor Department and as per the last suggestion, a system should be made to give information about the process to the workers through public awareness training and equity building programs.
PFTI has expressed confidence that this reform under the visionary leadership of the Chief Minister will not only strengthen the industrial environment of Haryana but will also present an exemplary model for other states.
