NEW DELHI : The matter of long-pending Engineers Bill, which has been hanging fire for about two decades will come up during the 36th Indian Engineering Congress – Centenary Celebration being organised by India’s apex organisation of engineers the Institution of Engineers (India) on December 26-28, 2021 in New Delhi.
Themed as “Engineers for Viable Technology and $ 5 Trillion Economy”, the 3-day event would witness participation of top-notch engineers from India and abroad and two union ministers. The congress also includes one technical meet of the World Federation of Engineering Organisation Committee on engineering for Communication and Information (WFEO-CIC), where participants from different countries are expected to take part.
The office-bearers of the Institution of Engineers (India) informed the media today that the matter Draft Engineers Bill would come up during the 3-day event on December 26-28.
We have been pushing Engineers Bill since 2000. At present India has act for lawyers, doctors, architects, medical professionals, and others but not for engineers to regulate their activities. They don’t have institutions like medical professionals have like Medical Council of India has to regulate them. If we have Engineers Act, the IEI can be given the mandate to regulate all engineers under its umbrella,” said Dr HR P Yadav, Director, HQ-Cell, Institution of Engineers (India), while addressing the media persons at Engineers Bhawan, New Delhi on Thursday.
Dr. Yadav said that in the year 2007, a draft engineers bill was submitted to the MHRD with the signature of the then power secretary RV Shahi who was given the responsibility of drafting the engineers bill.
“Then RN Rajpoot represented the IEI committee. Following this, AICTE was given the mandate by the MHRD, which constituted a drafting committee headed by Prof. Anand, director IIT Madras. It drafted a professional engineers bill in 2019 and it was submitted to MHRD for consideration and since then this has been lying with the ministry and there is no progress,” he added.
“Now other professional bodies are also trying but IEI will also take up the matter during the 3-day event ad our president Narendra Singh’s address will include this issue also,” Dr. Yadav added.
The 36th Indian Engineering Congress will be inaugurated by Dr Mahendra Nath Pandey, Minister of Heavy Industries, and the Valedictory address will be delivered by Dharmendra Pradhan, Minister of Education, Skill Development and Entrepreneurship.
While addressing the media persons Maj. Gen. MJS Syali, VSM (Retd), Secretary and Director General, The Institution of Engineers (India) said that the Institution of Engineers (India) has been organizing the Indian Engineering Congress every year since 1987.
“The aim of the Indian Engineering Congress is to bring to fore the developments in various fields of engineering and prepare our engineers to face the future challenges for sustainable development of the country. The 36th Indian Engineering Congress is being held at Vigyan Bhawan, New Delhi during 26-28 December 2021 on the theme “Engineers for Viable Technology and USD 5 Trillion Economy”. India has emerged as one of the fastest growing major economy and is expected to be one of the top three economic powers in the world over the next 10-15 years, backed by its robust domestic consumption and demographic dividend. Govt of India has set a target to emerge as a $5 trillion economy by 2025,” he added.
Dinesh Kumar, Chairman, Organizing Committee, 36th Indian Engineering Congress, RN Rajpoot, Co-Chairman Organizing Committee, 36th Indian Engineering Congress; Praveen Kumar Singh, Organizing Secretary, 36th Indian Engineering Congress were also present during the press conference.
During the Congress, IEI which is being hosted by Delhi State Centre of The Institution of Engineers (India), will honour four eminent engineering personalities. Eight nos. Memorial Lecture in memory of doyens of Indian Engineering will be delivered by engineers of eminence. The congress also includes one technical meet of the World Federation of Engineering Organisation Committee on engineering for Communication and Information (WFEO-CIC), where participants from different countries are expected to take part.
