Delhi Police to Implement ITMS Across 42 Traffic Corridors in Three Phases; Project to Use Adaptive Signals, Automated Enforcement and Real-Time Traffic Intelligence
New Delhi : The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved the implementation of the Intelligent Traffic Management System (ITMS) by Delhi Police at an estimated cost of ₹1,789.52 crore, inclusive of taxes.
The technology-driven project will cover 42 identified traffic corridors and will be implemented in three phases over 24 months, followed by five years of operation and maintenance.
The initiative is part of the broader efforts of the Central Government and the Government of NCT of Delhi to improve traffic management, transport infrastructure and urban mobility in the National Capital.
The ITMS will enable Delhi’s existing road network to be managed more efficiently through real-time traffic data, adaptive traffic signals, automated enforcement and integrated command-and-control systems.
Dynamic Traffic Management for Delhi’s Growing Vehicle Population
Delhi currently has around 71 lakh active registered vehicles. The growth in vehicular traffic has significantly outpaced the expansion of road infrastructure, while traffic regulation continues to rely considerably on fixed signal timings and manual intervention.
The ITMS aims to make more effective use of existing road capacity by enabling traffic management systems to respond dynamically to actual road conditions.
Smarter Signals for Smoother Traffic Flow
Under the project, Adaptive Traffic Control Systems will dynamically modify signal timings based on prevailing traffic conditions. Signals along identified corridors will also be coordinated to reduce unnecessary stoppages and delays.
Priority Movement for Ambulances and Emergency Vehicles
The system will facilitate green corridors and priority movement for emergency vehicles, allowing ambulances and other emergency services to move more quickly through congested stretches.
Quicker Response to Congestion and Road Incidents
Real-time detection of traffic congestion, slow-moving vehicles and road incidents will enable Delhi Police to respond more quickly, including through diversions and other operational measures.
Real-Time Information for Commuters
Variable Message Sign (VMS) boards and digital platforms will provide commuters with information on traffic congestion, diversions, parking availability and prevailing road conditions.
The information may also be shared with navigation service providers, enabling commuters to make better-informed travel choices.
Technology-Based Enforcement to Strengthen Road Safety
The ITMS will strengthen automated detection and enforcement of several traffic violations, including:
- Red-light and stop-line violations
- Over-speeding
- Wrong-way driving
- Non-use of helmets and seat belts
- Illegal parking
- Use of mobile phones while driving
AI-based analytics will further assist in identifying stolen, hot-listed and blacklisted vehicles, repeat offenders and vehicles linked to hit-and-run incidents.
City-Wide Traffic Management Through Integrated Control Centres
The project will bring traffic regulation, enforcement and information dissemination together on a common technology platform through Traffic Command and Control Centres.
These centres will be supported by secure Data Centre and Disaster Recovery infrastructure. The system will follow open standards and APIs, allowing future integration, expansion and scalability.
The ITMS will cover 1,092 Adaptive Traffic Control System locations and 1,029 enforcement locations.
Implementation will be performance-driven, with each subsequent phase taken up only after evaluation of the preceding phase against prescribed testing, commissioning, acceptance and performance parameters.
Delhi Police to Implement Project with C-DAC Technical Support
Delhi Police will implement the project through a Master System Integrator, to be selected through competitive bidding.
The Centre for Development of Advanced Computing (C-DAC) will provide technical support as the Project Management Consultant, including technical scrutiny, monitoring, validation and acceptance during the implementation as well as the operation and maintenance phases.
The ITMS is expected to complement ongoing efforts to strengthen Delhi’s road and transport infrastructure by providing the technology and real-time intelligence needed to use the existing road network more efficiently.
The project is aimed at contributing to smoother traffic movement, safer roads, faster incident response, more effective enforcement and a more predictable travel experience for citizens.
