Three New Policies to Accelerate Investment, Employment and Entrepreneurship; Haryana Sets Target of Over ₹5 Lakh Crore Investment and 10 Lakh Jobs

New Delhi : Haryana Chief Minister Nayab Singh Saini said the state government is continuously working to translate the commitments made in the Budget and Sankalp Patra into action on the ground. As part of this effort, the government is advancing incentive schemes under three new policies aimed at promoting investment, industrial development, employment, entrepreneurship, MSMEs, agriculture-based industries and food processing.

Saini said the government’s priority is to provide entrepreneurs investing in Haryana with a transparent, time-bound and hassle-free system, while ensuring that investments generate new employment opportunities for local youth.

A meeting of the Standing Finance Committee, chaired by Chief Minister Nayab Singh Saini, was held in Chandigarh on Wednesday. The meeting discussed incentive schemes and financial provisions under the Haryana Agribusiness and Food Processing Policy-2026, Haryana Progressive MSME and Export Promotion Policy-2026, and Make in Haryana Industrial Policy-2026.

The meeting was attended by Haryana Industries and Commerce Minister Rao Narbir Singh, Chief Principal Secretary to the Chief Minister Rajesh Khullar, Principal Secretary to the Chief Minister Arun Gupta, Commissioner and Secretary, Industries and Commerce Department, Dr. Amit Kumar Agrawal, Commissioner and Secretary, Finance Department, C.G. Rajnikant, Director General, Industries and Commerce Department, Yash Garg, and other senior officials.

CM Directs Officials to Ensure Transparent and Time-Bound Delivery

The Chief Minister directed officials to ensure that investors do not have to make unnecessary visits to government offices. He stressed that investment, employment, documents and project eligibility must be thoroughly verified before eligibility certificates are issued.

Saini said eligible investors should receive services and incentives within the prescribed timelines, and that complete transparency must be maintained throughout the process.

18 Incentive Schemes Approved Under Make in Haryana Industrial Policy-2026

Commissioner and Secretary, Industries and Commerce Department, Dr. Amit Kumar Agrawal, briefed the Chief Minister on 18 major financial incentive schemes proposed under the Make in Haryana Industrial Policy-2026 and obtained approval for the proposals.

He said the estimated financial provision for these schemes during the first five years is ₹5,305.89 crore.

The policy has been formulated to strengthen Haryana as a major investment destination, make production costs more competitive, promote balanced and sustainable industrial development, create a future-ready workforce, and encourage innovation and technology.

The policy targets more than ₹5 lakh crore in investment, creation of 10 lakh new jobs, and an increase in annual merchandise exports to ₹3.24 lakh crore.

50% Incentive to Be Released Within Seven Working Days

Dr. Agrawal said the incentive disbursement mechanism has been made simpler and time-bound. Following preliminary scrutiny based on certificates and undertakings submitted by a statutory auditor and an independent chartered engineer, the first 50% of the total incentive amount will be released within seven working days, subject to the prescribed Finance Department and departmental procedures.

The remaining 50% will be released within 45 working days after detailed verification and a site visit by a department-constituted committee or a Third-Party Agency.

To ensure accountability, the policy provides that if government agencies delay incentive payments beyond the prescribed timeline, interest at the rate of 8% will be payable on such delays from financial year 2026-27.

The approval mechanism has been streamlined to three levels, while a Single Opportunity for Query Raising has been provided at the department level to reduce delays in application processing.

The entire application, scrutiny and approval process will be conducted online through Haryana’s Single Window System (SWS) portal, allowing applicants to monitor their application status in real time.

60 Initiatives to Strengthen MSMEs, Employment and Exports

Dr. Agrawal also briefed the Chief Minister on the major provisions and proposed incentives under the Haryana Progressive MSME and Export Promotion Policy-2026, and obtained approval for its provisions.

The policy seeks to strengthen the state’s MSME ecosystem and provide small and medium enterprises with greater opportunities in investment, technology, finance, employment and exports.

It comprises 60 transformative initiatives across six key areas—finance, infrastructure, technology, exports, sustainability and skills.

The policy aims to attract more than ₹55,000 crore in investment over the next five years, create over 5 lakh new jobs, and double Haryana’s exports.

Support for First-Time Exporters and Existing Exporters

Dr. Agrawal said the policy provides support to both first-time MSME exporters and existing exporters for facilities such as international quality certification, export credit, export insurance, freight assistance, registration on e-commerce platforms and participation in international trade fairs.

Through the Haryana Export Centre, exporters will also have access to support related to export documentation, regulatory compliance, quality certification, logistics, market intelligence and buyer connections.

Agribusiness and Food Processing Policy to Strengthen Farmer-Industry Linkages

Under the Haryana Agribusiness and Food Processing Policy-2026, Dr. Agrawal presented the key provisions of the policy to the Chief Minister and obtained approval for 11 proposals.

He said the policy seeks to connect Haryana’s strong agricultural production base with food processing, value addition, cold-chain infrastructure, packaging, logistics and export-oriented industries.

The policy aims to attract more than ₹5,000 crore in private investment and create around 30,000 new jobs in the food-processing sector. It also focuses on increasing food-processing exports by up to 50% and reducing post-harvest losses.

The policy provides capital investment subsidies for setting up new units as well as for expansion and diversification of existing units.

Under integrated cold-chain infrastructure, support will be provided for value-addition facilities such as IQF lines and blast freezers. Financial assistance has also been proposed to strengthen backward and forward linkages, ranging from farm-level aggregation to retail distribution.

These measures are aimed at creating stronger linkages between farmers, Farmer Producer Organisations (FPOs), processors and markets, thereby facilitating greater value addition to agricultural produce.

CM Stresses Employment Opportunities for Local Youth

Chief Minister Nayab Singh Saini directed officials to ensure that the benefits of the three policies are not confined merely to investment figures but translate into maximum employment opportunities for Haryana’s youth.

He instructed officials to give special attention to connecting local youth with industries through skill development, internships, apprenticeships and employment opportunities, according to the requirements of emerging industries.

The Chief Minister said the government’s priority is to create an ecosystem where investors receive facilitation, industries get a competitive environment, youth gain employment opportunities and farmers receive better value for their produce.

He also directed officials to ensure that eligibility under all incentive schemes is verified with complete transparency and that no ineligible individual or unit receives benefits under the policies.
