New Delhi : The Central Government has said that the National Mission on Edible Oils–Oilseeds (NMEO-OS) and the Mission for Aatmanirbharta in Pulses are yielding positive results, with higher domestic production and lower imports of edible oils and pulses.
In a written reply in the Rajya Sabha, Minister of State for Agriculture and Farmers Welfare Ramnath Thakur said the National Mission on Edible Oils–Oilseeds (NMEO-OS), approved on October 3, 2024, aims to increase primary oilseed production from 39 million tonnes in 2022-23 to 69.7 million tonnes by 2030-31, strengthening India’s self-reliance in edible oils.
The Minister also said that the Mission for Aatmanirbharta in Pulses, launched on October 11, 2025, targets an increase in pulse production from 242 lakh tonnes to 350 lakh tonnes by 2030-31.
Oilseeds Mission: Production Up, Imports Down
The government said the NMEO-OS is being implemented through a cluster-based approach with more than 600 Value Chain Clusters managed by Farmer Producer Organizations (FPOs), cooperatives and other agencies.
Under the mission, farmers receive:
- Free high-quality seeds of high-yielding varieties
- Training on modern agricultural practices
- Support for post-harvest infrastructure, including oil mills
- Demonstrations of improved crop production technologies
- Strengthened certified seed production through seed hubs and storage units
- MSP procurement through PM-AASHA
According to the government:
- 13.52 lakh hectares were covered under free seed distribution during 2025-26
- 4.44 lakh hectares have been covered so far during Kharif 2026
- 60 Seed Hubs and 50 specialised seed storage units have been sanctioned
Oilseed production increased from 413.55 lakh tonnes in 2022-23 to 430.59 lakh tonnes in 2025-26 (Third Advance Estimate).
The government also stated that domestic edible oil availability rose from 124.23 lakh tonnes in 2022-23 to 126.30 lakh tonnes in 2024-25, while edible oil imports declined from 165.00 lakh tonnes to 160.72 lakh tonnes during the same period.
Pulses Mission Shows Improved Output
Under the Mission for Aatmanirbharta in Pulses, assistance is provided through State Governments and Union Territories for:
- Seed production
- Distribution of certified high-yielding and climate-resilient seeds
- Demonstration of modern crop technologies
- Capacity building
- Free seed kit distribution
- Strengthening post-harvest infrastructure
The mission also supports assured procurement of Tur, Urad and Masoor through NAFED and NCCF under the PM-AASHA scheme.
During 2025-26, the government reported:
- 4.79 lakh hectares covered under demonstrations
- 4.33 lakh quintals of quality seeds produced
- 3.10 lakh quintals of certified seeds distributed
- 9.25 lakh free seed kits provided to farmers
Pulse production increased from 242.46 lakh tonnes in 2023-24 to 274.09 lakh tonnes in 2025-26 (Third Advance Estimate).
The government added that pulse imports declined from 72.56 lakh tonnes in 2024-25 to 59.64 lakh tonnes in 2025-26, reflecting improved domestic production and availability.
