New Delhi: Congress Member of Parliament and Chairperson of the Public Accounts Committee, K.C. Venugopal, has moved a Privilege Motion against Union Minister of State Dr. Jitendra Singh, alleging that the Minister misled Parliament by stating that no firing took place during the police action against students protesting over the alleged examination paper leak issue.
In a notice submitted to the Lok Sabha Speaker under Rule 222 of the Rules of Procedure and Conduct of Business in Lok Sabha, dated July 31, 2026, Venugopal sought initiation of privilege proceedings against Dr. Jitendra Singh for what he described as “deliberately misleading the House.”
The Privilege Motion pertains to Dr. Jitendra Singh’s reply in Parliament on July 29, 2026, during the discussion on the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026.
According to the notice, Dr. Jitendra Singh stated in the House:
“Secondly, it has been repeatedly clarified that no firing took place at all, tear gas was used, so when no firing took place at all, the question of giving an order does not arise.”
K.C. Venugopal, however, alleged that the Minister’s statement was contrary to the facts. In his notice, he claimed that firing had taken place during the protests and that one of the injured persons continues to receive medical treatment. He also referred to information available in the public domain, including hospital records and media reports, to support his claim.
The Congress leader further stated that Leader of Opposition in the Lok Sabha Rahul Gandhi had met a victim allegedly injured by pellet gun fire in the presence of the media. He also asserted that numerous media reports and hospital records document injuries allegedly sustained by protesters during the police action.
In his letter to the Speaker, Venugopal argued that deliberately providing incorrect information to Parliament amounts to a breach of privilege and contempt of the House. He stated that ministers are expected to verify facts before placing them on record in the country’s highest legislative body.
The Congress MP has requested the Speaker to initiate privilege proceedings against Dr. Jitendra Singh and refer the matter to the Committee of Privileges for a detailed examination and appropriate action.
“The Government cannot get away with such obvious falsehoods in Parliament. There should be action against the Minister,” Venugopal said while reiterating his demand for accountability.
The Privilege Motion reflects the Congress party’s allegation that the Minister’s statement misrepresented the events surrounding the student protests. The government has maintained its position as stated by Dr. Jitendra Singh in Parliament. The matter will now be subject to the procedures of the Lok Sabha Speaker regarding the admissibility of the privilege notice.
