New Delhi : As part of the Special Intensive Revision (SIR) Phase II, the Enumeration Phase being conducted from 4 November to 4 December 2025 has shown strong progress across States and Union Territories (UTs) in distributing and digitising Elector-specific Enumeration Forms (EFs). The latest data reflects the performance of BLOs (Booth Level Officers) and BLAs (Booth Level Agents) in ensuring accurate and updated electoral rolls.
Overall, against 5,09,744,423 electors (as of 27 October 2025), a total of 5,07,351,583 EFs have been distributed, achieving 99.53% coverage. Digitisation has reached 40,25,35,842 forms, marking 78.97% completion.
Top Performers in Distribution and Digitisation
Lakshadweep has achieved a perfect record with 100% distribution and 100% digitisation of all 57,813 forms, supported by 55 BLOs and 133 BLAs.
Goa has completed 100% EF distribution (11,85,031 forms), while digitisation stands at 95.17% (11,27,747 forms), with 1,725 BLOs and 2,734 BLAs contributing to the drive.
Rajasthan reported 99.78% distribution (5,45,34,974 forms) and 92.66% digitisation (5,06,46,988 forms) across 52,222 BLOs and 1,02,737 BLAs.
West Bengal has also performed strongly with 99.85% distribution and 91.77% digitisation, backed by 80,681 BLOs and 1,63,243 BLAs.
Major States Show Steady Progress
Madhya Pradesh has completed 99.9% EF distribution and 89.90% digitisation, handling over 5.74 crore electors.
Gujarat recorded 99.82% distribution and 85.02% digitisation, showing consistent improvement across 50,963 BLOs.
Chhattisgarh distributed 99.61% of EFs and digitised 83.55%, while Tamil Nadu achieved 98.34% distribution and 81.48% digitisation, supported by over 68,000 BLOs.
Andaman & Nicobar Islands delivered 99.99% of forms, with 80.28% digitisation, covering 3.10 lakh electors.
States Needing Acceleration in Digitisation
Although distribution levels remain high across all regions, digitisation progress varies.
Kerala shows 98.4% distribution, but digitisation stands at 73.02%.
Uttar Pradesh, the largest state with over 15.44 crore electors, has reached 99.74% distribution, but digitisation remains comparatively low at 60.91%, despite the efforts of 1,62,486 BLOs and 4,41,582 BLAs.
