New Delhi : The Election Commission of India has released a comprehensive update on the progress of the Special Intensive Revision (SIR) – Phase II, currently underway during the Enumeration Phase from 4 November to 4 December 2025. The report provides an extensive overview of the distribution and digitisation of Elector-specific Enumeration Forms (EFs) across selected States and Union Territories, along with the deployment status of Booth Level Officers (BLOs) and Booth Level Agents (BLAs).
As of 27 October 2025, the total number of electors across the reporting States/UTs stands at 50,97,44,423, supported by 5,32,828 BLOs and 11,40,598 BLAs. Overall, 99.07% of EFs have been distributed, and 47.35% have been digitised.

The Election Commission has urged recognised political parties to appoint additional Booth Level Agents, as the presence of BLAs significantly enhances field verification and supports efficient digitisation. BLOs, appointed by Electoral Registration Officers (EROs) with approval from District Election Officers (DEOs), continue to play a central role in ensuring doorstep enumeration and verification.
The SIR Phase II progress indicates robust field mobilisation across most regions, with several States achieving near-complete EF distribution and strong digitisation performance. The Commission is closely monitoring the remaining digitisation to ensure timely and accurate roll preparation.
