-Haryana’s finance management and future roadmap were discussed in the meeting
-Haryana ranks second in terms of per capita income among major states
New Delhi : Chairman of the 16th Finance Commission Dr. Arvind Panagariya and members held a meeting with Haryana Chief Minister Naib Singh Saini and top officials of the state on Monday. The Chief Minister, who also holds the charge of Finance Minister, discussed in detail the financial matters and strategies of the state with senior officials. The meeting discussed resolving financial issues related to Haryana’s economic structure and increasing the allocation of resources.
Under the guidance of Chief Minister Naib Singh Saini, Chief Secretary Anurag Rastogi, Commissioner and Secretary of Information, Public Relations, Language and Culture Department Dr. Amit Agarwal and Director General of Urban Local Bodies Department Pankaj gave a detailed presentation on the journey of Haryana from the year 1966 to becoming a major contributor to India’s economic structure. This presentation highlighted Haryana’s strong economic management and roadmap for the future.
Giving information about the economic performance of the state, the Commission was informed that Haryana’s Gross State Domestic Product (GSDP) for the year 2024–25 is estimated at Rs 6,77,033 crore. Haryana ranks second among the major states in the country with a per capita income of Rs 3,53,182. Apart from this, Haryana is the first state in the country to ensure procurement of all crops in the state at the minimum support price.
Key Social and Economic Parameters
Underlining Haryana’s commitment to inclusive development, the Commission was informed that the state has fixed the annual income limit of Rs 1.80 lakh for identifying families below the poverty line. In the health sector, 61.84 percent of Haryana’s population i.e. 47 lakh families have received coverage of health services under Ayushman Bharat and Chirayu Health Insurance Schemes.
The Commission was apprised that despite a lower share than the Centre (Central Devolution), the State’s fiscal deficit and liabilities have remained within the targets set by the Finance Commission. Haryana is ranked fifth in terms of contribution to India’s total GST collection in the year 2024-25. Apart from this, Haryana ranks first among major states in per capita GST collection. Haryana’s finance management and tax administration system is remarkable.
Haryana is rapidly progressing towards Sustainable Development Goals
The Commission was apprised that Haryana has moved from ‘Performer’ category to ‘Front Runner’ category in the India Index of Sustainable Development Goals and has secured 13th position at the national level in the year 2023–24.
Vision @2047: Haryana of the Future
Sharing the future plans and roadmap, the Commission was apprised of ‘Mission Haryana@2047’. Its aim is to make Haryana a 1 trillion dollar economy and generate 50 lakh jobs. Under this vision, initiatives will be taken to establish ‘Fund of Funds’ and creation of ‘Innovation Hub’ to strengthen the startup ecosystem.
In addition, to further empower the youth, the state plans to launch Sankalp Authority, which focuses on youth guidance and de-addiction. In addition, Department of Future is being established to address challenges in governance and promote innovation. Also, under ‘Haryana AI Mission’, a plan has been made to establish AI hubs and provide training to 50,000 youth.
Commitment to inclusive and sustainable development
The present state government under the able leadership of Chief Minister Shri Nayab Singh Saini reiterated its commitment to balanced, inclusive and sustainable development. The Commission was assured about the strong economic performance of the state, progressive reforms and strategic investments, which will make Haryana a major driver of India’s development journey in the coming decades.
CPSCM urges fair share in central funds for the state
Chief Principal Secretary to CM Shri Rajesh Khullar said that Haryana Government under the leadership of Chief Minister Shri Nayab Singh Saini is actively implementing various welfare schemes for the masses. He highlighted that under Ayushman Bharat Scheme launched by Government of India, initially only 9 lakh families in Haryana were eligible for the benefits. The criteria of the scheme included families listed in the SECC list, with annual income up to Rs. 1,20,000, eligible for the benefits.
Shri Rajesh Khullar emphasized that Haryana Government has taken a step further by providing healthcare benefits to additional 32 lakh families through ‘Chirayu Haryana Yojana’. He said that Central Government reimburses the benefits only for 9 lakh families, while Haryana Government is funding the coverage for the remaining families from the State’s own revenue receipts.
He further suggested that the Commission should take into account this important initiative of the State while considering allocation of Central funds, and recommended that States implementing Central schemes on a large scale should receive State-specific grants.
