International Legislative Drafting Training Program of Haryana Assembly : Final session concluded at HIPA

 – Participants Described it as ‘Enlightening and Inspiring Experience’

Gurugram : On the last day of the 36th International Legislative Drafting Training Program organized by the Haryana Legislative Assembly from April 16 to 21, a program was organized today at the Haryana Institute of Public Administration (HIPA), Gurugram. This program was organized in collaboration with the Parliamentary Democracy Research and Training Institute (PRIDE) of the Lok Sabha Secretariat. Chief Minister Naib Singh Saini and Assembly Speaker Harvinder Kalyan had given instructions to provide all the necessary facilities, as a result of which this event could be successfully completed.

27 representatives from 13 countries and 10 senior officers from the Lok Sabha Secretariat and Haryana Legislative Assembly participated in this six-day training. The objective of the program was to share the nuances of legislative drafting with international representatives, explain the process of Indian democracy and strengthen mutual cooperation.

On the first two days of the training, the participants visited Haryana Vidhan Sabha and major sites of Chandigarh-Rock Garden, Zakir Husain Rose Garden, Sukhna Lake etc. This was followed by a visit to the historic Pinjore Garden on April 18, hill station Kasauli on April 19, and the religious city of Kurukshetra on April 20. These visits introduced the participants to India’s cultural diversity, art and historical heritage.

In the closing session held at Haryana Institute of Public Administration (HIPA), the participants shared their experiences and described the program as ‘informative, practical and inspiring’. They praised Haryana’s hospitality, administrative efficiency and democratic values ​​and said that the knowledge acquired here would help in further improving their legislative systems.

Honduras representative Jocelyn Estrada said, “Haryana is a very beautiful and welcoming state. The visit to Rock Garden and Rose Garden was unforgettable for us.” Shiraza Naseer, who came from Maldives, praised the artistry of the Rock Garden and said, “This place is a wonderful example of hard work, creativity and innovation.”

Guatemala’s representatives Luis Pedro and Manuel Valiente also described the Rock Garden as “a unique place reflecting the depth of Indian culture”. They said that the concept of creating art from waste is extremely inspiring.

Alejandro Nicolas Vison Nemalsef, who led the delegation, praised the training program as “instructive, inclusive and an excellent opportunity for international cooperation”. He said that such initiatives play an important role in giving a new direction to the global legislative dialogue. In his address, he expressed his heartfelt thanks to the organizing committee and called it one of the most inspiring and unforgettable experiences of his life.

At the closing ceremony, all the participants were presented with mementos, which symbolized their active participation and commitment to this training.

On this occasion, Additional Director of Haryana Institute of Public Administration (HIPA) Alka Chaudhary, Course Director Dr. K.N. Chaturvedi, Assistant Director (Administration) Shreekha Dahiya and Advisor to the Speaker of the Assembly Ram Narayan Yadav were also prominently present. In their speeches, all underlined the success of the programme and the importance of international cooperation.
