-GMDA, MCG and HSVP to Complete Recarpeting, Footpaths, Lighting, Lane Marking and Beautification Works by November 7
Gurugram, October 8: The Haryana Government is to launch a ‘30-Day Challenge’ in Gurugram to improve roads and civic amenities across the city, with 100 roads in poor condition to be identified and comprehensively upgraded within the next 30 days. Chief Principal Secretary to the Chief Minister Rajesh Khullar issued the directions during a meeting with senior officials of the Gurugram Metropolitan Development Authority (GMDA), Municipal Corporation of Gurugram (MCG) and Haryana Shehri Vikas Pradhikaran (HSVP) at the PWD Rest House in Gurugram on Thursday.
The identified roads will have a minimum length of 500 metres, and all works have been targeted for completion by November 7.
Khullar made it clear that the initiative should go beyond routine repairs or patchwork. The selected roads are to undergo proper recarpeting and end-to-end pavement work, along with street lighting, lane marking, footpaths, signage and beautification. The roads will also be cleared of encroachments and garbage.
QR Code Boards to Enable Citizens to Track Roadworks
To strengthen transparency and public monitoring, information boards carrying QR codes will be installed on every identified road. By scanning the QR code, citizens will be able to access details about the ongoing roadwork, including the responsible officer and department, scheduled commencement date and expected completion date. The 100 roads will cover areas under the jurisdiction of GMDA, MCG and HSVP, with all three agencies directed to work in close coordination.
‘24-Hour Challenge’ to Address Civic Complaints
Khullar also directed officials to launch a ‘24-Hour Challenge’ for resolving major civic complaints in Gurugram.
Citizens will be able to report issues such as:
- Major garbage dumping points
- Large potholes on roads
- Sewage overflow
- Non-functional streetlights
- Requirements for tree pruning
Depending on the nature and complexity of the complaint, the concerned department will be required to resolve it within 24, 48 or 72 hours.
Khullar further directed that if negligence by an employee is established during the review of a complaint, the cost may be recovered from the concerned employee, while ₹5,000 will be paid to the complainant.
Online Platform for Complaints with Photographs and Location
An online platform will be developed for the month-long ‘24-Hour Challenge’, enabling citizens to submit complaints along with photographs and location details. Providing a complainant’s name and mobile number will be optional, allowing citizens to report civic problems without hesitation.
10 Iconic Roads to Receive Comprehensive Makeover
The Chief Principal Secretary also directed the development of 10 iconic roads in Gurugram. These roads will be systematically upgraded with emphasis on cleanliness, public convenience and improved civic management.
Designated smoking zones will be created in these areas, while immediate fines will be imposed on people smoking in designated no-smoking zones. Special enforcement teams will be deployed for the purpose and instructed to interact with citizens politely and respectfully. Team members will be equipped with body cameras, and fines will be collected through online modes.
Wheelchairs will also be made available at these locations for people who require them. Prominent information boards displaying applicable rules and penalties will be installed. The MCG area will also have provisions for imposing fines for spitting and throwing chewing gum at public places.
‘Hamara 500 Metre Area’ Campaign to Promote Citizen Participation
Khullar further directed the launch of a ‘Hamara 500 Metre Area’ campaign to encourage greater public participation in improving local surroundings. Under the initiative, Resident Welfare Associations (RWAs), schools, market associations and other institutions and organisations will be brought on board.
The area within a 500-metre radius of participating institutions will be developed as clean, attractive and well-organised spaces. The objective is to combine government efforts with citizen and institutional participation to create a cleaner and better-managed Gurugram.
Weekly Scorecard to be Published Every Saturday
To ensure accountability, GMDA, MCG and HSVP officials have been directed to prepare a weekly scorecard detailing the progress of the works.
The scorecard, duly signed by the concerned officials, will be jointly published in newspapers every Saturday. This will place the progress of road improvement, cleanliness and civic amenity works in the public domain and strengthen accountability of the agencies concerned.
Accountability, Transparency and Time-Bound Action
Khullar said the ‘30-Day Challenge’, ‘24-Hour Challenge’, ‘10 Iconic Roads’ and ‘Hamara 500 Metre Area’ initiatives are aimed at improving roads, cleanliness, civic amenities and the management of public spaces across Gurugram. He emphasised that inter-departmental coordination, citizen participation, digital monitoring and time-bound action will be the key pillars of the initiatives.
GMDA Chief Executive Officer P.C. Meena, ULB Commissioner and Secretary Ashok Kumar Meena, Municipal Commissioner Pradeep Dahiya, HSVP Administrator Vaishali Singh, Additional Municipal Commissioner Ankita Chaudhary and other senior officers attended the meeting.
