Union Minister Ashwini Vaishnaw Inaugurates Electronics Manufacturing Cluster and Semiconductor Facility in Rajasthan

New Delhi : Union Minister for Electronics and Information Technology Ashwini Vaishnaw on Thursday virtually inaugurated the Electronics Manufacturing Cluster (EMC) developed by ELCINA at Salarpur, Khushkhera in Bhiwadi, along with the Semiconductor ATMP/OSAT facility of Sahasra Semiconductors Pvt. Ltd..

The event was attended virtually by Bhajan Lal Sharma and Union Minister Bhupender Yadav. The inauguration marks a major step in India’s efforts to strengthen its semiconductor and electronics manufacturing ecosystem under initiatives such as Make in India, Digital India and Atmanirbhar Bharat.

Addressing the gathering, Ashwini Vaishnaw described the occasion as a historic moment for Rajasthan as the state formally enters the strategically important semiconductor industry. He highlighted the rapid growth of India’s electronics manufacturing sector over the past decade, noting that production has increased sixfold to nearly ₹13 lakh crore, while exports have risen to around ₹4.24 lakh crore.

The Minister said mobile phones have now emerged as India’s top export product and credited the growth to focused government policies in electronics and semiconductors. He noted that schemes such as the Electronics Component Manufacturing Scheme (ECMS), Electronics Manufacturing Clusters (EMC), India Semiconductor Mission (ISM) and Production Linked Incentive (PLI) schemes are being implemented in close coordination with state governments and industry stakeholders.

Rajasthan Chief Minister Bhajan Lal Sharma said the state government recently launched the Rajasthan Semiconductor Policy 2026 with the aim of developing areas near the Delhi-NCR region into a major manufacturing hub. Bhupender Yadav added that the Bhiwadi region, traditionally known for the automobile industry, is now emerging as a key destination for electronics and semiconductor manufacturing.

The Electronics Manufacturing Cluster has been developed across 50.3 acres at a project cost of ₹46.09 crore, with direct support of ₹20.24 crore from the Government of India under the EMC scheme. The cluster has been established by ELCINA Electronics Manufacturing Cluster Pvt. Ltd. through a collaborative initiative involving MSME industry players.

The facility includes advanced infrastructure such as uninterrupted power and water supply, testing and training centres, internal roads, administrative facilities and a dedicated skill development centre equipped with smart classrooms and laboratories.

Located close to the National Capital Region with strong transport connectivity, the cluster has already attracted planned investments worth over ₹1,200 crore from 20 companies operating in semiconductor packaging, electronic components, EV parts, industrial electronics and related sectors.

According to officials, 11 companies are already operational within the cluster with cumulative investments exceeding ₹900 crore and generating employment for more than 2,700 people. Key companies operating at the site include Aisan Fiem Industries, E-Pack Durable and Sahasra Semiconductor.

The Semiconductor ATMP/OSAT facility of Sahasra Semiconductors has been developed under the Ministry of Electronics and IT’s SPECS scheme with an investment of over ₹150 crore. Spread across 57,000 square feet, the facility features Class 10K and 100K cleanrooms and will package memory chips, LED driver ICs, eSIMs and RFID products.

Officials said the plant currently has an annual packaging capacity of 60 million semiconductor units and plans to scale up production to 400–600 million units annually within the next two to three years.

The facility is already exporting more than 60 percent of its production to markets including the United States, Germany, France, Eastern Europe, China and Nepal. The company is also planning to expand into product research and development, including LED driver chips and other semiconductor technologies.

In addition, the facility will support skill development and training programmes in semiconductor packaging and advanced manufacturing in partnership with technical institutes and the Electronics Sector Skills Council of India.

The inauguration ceremony was conducted virtually following Prime Minister Narendra Modi’s appeal to reduce fuel consumption wherever possible amid the prevailing global situation.
