New Delhi: The Delhi Government is set to introduce a Property Aadhaar Card system that will provide every property in the national capital with a unique digital identity as part of a major land records reform.
The initiative will be implemented through the proposed Delhi Land Record Bill, 2026, which aims to modernize the city’s property management framework by introducing a scientific survey of all land parcels and creating a comprehensive digital land records system. This information is shared by the Chief Minister Office of Delhi on Social media ‘X’.
According to the proposal, the legislation will facilitate the mapping and digitisation of properties across Delhi, laying the foundation for a transparent, accurate and technology-driven land administration system. The move is expected to improve record-keeping, reduce disputes related to property ownership, and streamline access to land-related services.
The proposed Property Aadhaar Card will serve as a unique digital identity for every property, enabling better verification, easier access to property records, and more efficient management of ownership-related information.
The reform builds on the successful implementation of the SVAMITVA initiative in 30 rural villages of Delhi, where digital property records and ownership documentation have already been introduced. Drawing on that experience, the government plans to extend similar benefits to all properties across the national capital.
Officials said the initiative is aimed at making property ownership and related public services simpler, more transparent, and more reliable for residents. The digital land records system is also expected to enhance governance, improve service delivery, and bring greater accountability to property administration.
The Delhi Land Record Bill, 2026 is envisioned as a significant step towards establishing a modern, transparent and digitally integrated property management system, ensuring that every property owner in Delhi benefits from secure and easily accessible land records.
