Gurugram: Union Minister for Power, Housing and Urban Affairs Manohar Lal said the inauguration of Gurugram’s Tower of Justice marks much more than the opening of a new judicial complex, describing it as a significant step towards strengthening citizens’ confidence in India’s justice delivery system.
Addressing the gathering at the inauguration ceremony, the Union Minister said every individual who approaches a court does so with the expectation of receiving fair and timely justice. He noted that the quality of judicial infrastructure, the court environment and the facilities available to litigants, judges and lawyers play a crucial role in reinforcing public faith in the judicial process.
Highlighting Gurugram’s rapid growth, Manohar Lal said the district has witnessed a steady increase in litigation alongside its expanding population and economic activity. In such circumstances, he said, the city required a modern judicial complex equipped with world-class infrastructure capable of meeting present and future demands. The newly inaugurated Tower of Justice, he added, offers advanced facilities for judges, advocates and litigants, helping make judicial proceedings more efficient, organised and citizen-friendly.
The Union Minister said the complex is not only a symbol of modern infrastructure but also an important initiative to make the justice delivery system more dignified, accessible and effective. He observed that a large proportion of cases pending before courts are related to land disputes, family matters and other social issues, contributing to the increasing workload of the judiciary.
To address this challenge, Manohar Lal stressed that expanding judicial infrastructure alone would not be sufficient. He said equal emphasis must be placed on reducing avoidable litigation and strengthening alternative dispute resolution (ADR) mechanisms such as mediation and Lok Adalats, which can help resolve disputes more quickly and reduce the burden on courts.
Referring to the Centre’s governance reforms, the Minister said the government has implemented several initiatives aimed at promoting transparency, digitisation and citizen-centric services. At the same time, he added, the government remains receptive to constructive suggestions and policy improvements wherever judicial decisions indicate the need for further reforms.
Calling for greater institutional cooperation, Manohar Lal urged the judiciary, executive, legislature and legal fraternity to work in close coordination to ensure that justice is accessible, affordable and delivered within a reasonable timeframe. Such collective efforts, he said, would further strengthen public trust in the judiciary while making India’s justice delivery system more efficient and responsive to the needs of citizens.
