New Delhi : The Special Intensive Revision (SIR) Phase II, part of the ongoing electoral preparation, is being conducted from 4th November to 4th December 2025. This phase focuses on the enumeration of electors and the digitisation of elector-specific Enumeration Forms (EFs) to ensure accuracy in the electoral rolls ahead of upcoming elections.
As per the latest data, a total of 50.97 crore electors across various States and Union Territories (UTs) are being covered under this phase, with 5.32 lakh BLOs (Booth Level Officers) and 11.40 lakh BLAs (Booth Level Assistants) engaged in distribution and digitisation activities.
Highlights by State/UT:

Andaman & Nicobar: With 3,10,404 electors, 411 BLOs and 683 BLAs distributed 3,10,367 EFs (99.99%), of which 2,36,770 EFs (76.28%) have been digitised.

Chhattisgarh: For 2.12 crore electors, 24,371 BLOs and 38,846 BLAs distributed 2.11 crore EFs (99.51%), with 1.65 crore EFs (77.80%) digitised.

Goa: All 11.85 lakh electors covered, with 1,725 BLOs and 2,544 BLAs distributing 100% of EFs, and 92.69% digitisation achieved.

Gujarat: Among 5.08 crore electors, 50,963 BLOs and 44,672 BLAs distributed 5.07 crore EFs (99.80%), with 4.14 crore EFs (81.58%) digitised.

Kerala: Out of 2.78 crore electors, 25,468 BLOs and 54,624 BLAs distributed 2.73 crore EFs (98.14%), with 1.79 crore EFs (64.47%) digitised.

Lakshadweep: Complete coverage of 57,813 electors achieved with 55 BLOs and 83 BLAs; 100% distribution and digitisation.

Madhya Pradesh: For 5.74 crore electors, 65,014 BLOs and 1,21,730 BLAs distributed 5.73 crore EFs (99.89%), with 4.96 crore EFs (86.47%) digitised.

Puducherry: Among 10.21 lakh electors, 962 BLOs and 2,043 BLAs distributed 9.99 lakh EFs (97.83%), with 8.51 lakh EFs (83.36%) digitised.

Rajasthan: With 5.46 crore electors, 52,222 BLOs and 1,01,333 BLAs distributed 5.45 crore EFs (99.72%), of which 4.89 crore EFs (89.56%) are digitised.

Tamil Nadu: Out of 6.41 crore electors, 68,470 BLOs and 2,38,853 BLAs distributed 6.27 crore EFs (97.86%), with 4.86 crore EFs (75.93%) digitised.

Uttar Pradesh: Among 15.44 crore electors, 1,62,486 BLOs and 3,85,799 BLAs distributed 15.39 crore EFs (99.72%), with 8.48 crore EFs (54.97%) digitised.

West Bengal: For 7.66 crore electors, 80,681 BLOs and 1,49,388 BLAs distributed 7.65 crore EFs (99.83%), with 6.73 crore EFs (87.91%) digitised.
Overall Status:
Across India, 50.68 crore EFs (99.43%) have been successfully distributed, and 37.77 crore EFs (74.10%) have been digitised so far. The exercise is being closely monitored to ensure complete coverage and accuracy in preparation for upcoming elections.
The Special Intensive Revision Phase II demonstrates the Election Commission’s commitment to strengthening the integrity and transparency of electoral rolls, ensuring every eligible voter is counted and represented.
