New Delhi :  The Centre for Development of Telematics (C-DOT), the R&D arm of the Department of Telecommunications, has signed an MoU with the Indian Institute of Technology Roorkee (IIT Roorkee), one of India’s top engineering institutions.

Under this MoU, C-DOT will establish a Centre of Excellence (CoE) at IIT Roorkee. The main aim of this centre is to boost research, innovation, and skill development in advanced communication technologies. The CoE will focus on wireless communication, quantum technologies, cybersecurity, and AI-based applications. It will strengthen collaboration between academia and industry by combining IIT Roorkee’s academic strengths with C-DOT’s technological expertise. The centre will help students, researchers, and start-ups work on new solutions and support India’s goal of technological self-reliance. It will also drive joint research in emerging areas like 5G/6G, RF and Sub-THz circuits, sensors, millimetre-wave antennas, V2X communication, data-driven wireless technologies, and energy-efficient systems.

The MoU was signed in the presence of Prof. K.K. Pant, Director of IIT Roorkee, and Dr. Rajkumar Upadhyay, CEO of C-DOT, along with faculty members and senior officials from both sides. After the signing, the new Centre of Excellence was formally inaugurated.

The CoE will use C-DOT’s experience in developing indigenous telecom solutions to support start-ups, create intellectual property, and organise workshops, training sessions, and academic–industry programmes. This will help strengthen India’s global position in telecom innovation and contribute to national technological growth.

As part of the sixth Prof. A.K. Kamal Memorial Lecture Series, Dr. Rajkumar Upadhyay also delivered a lecture titled “Building Indigenous Communication Technologies for Viksit Bharat”. He spoke about India’s telecom ecosystem, Bharat 6G Vision, the telecom value chain, standards, and opportunities for the country. He also highlighted C-DOT’s achievements in areas such as 4G/5G, cybersecurity (TRINETRA), quantum communication, disaster management, and AI-enabled telecom applications like Sanchar Saathi, fraud detection systems, and mission-critical communication.

Dr. Upadhyay said that the partnership brings together IIT Roorkee’s academic excellence and C-DOT’s R&D strengths to speed up India’s telecom innovation. He added that this collaboration will help India develop its own technologies in 5G, 6G, AI, and secure communication systems.

Prof. K.K. Pant, Director of IIT Roorkee, said the partnership is an important milestone. He noted that IIT Roorkee’s strong background in communication engineering, semiconductors, and wireless systems will support C-DOT’s mission. He added that the CoE will give faculty, researchers, and students a major platform to build technologies of national importance and contribute to India’s long-term technological leadership.
