New Delhi : With the rapid growth of mobile connectivity in India, misuse of device identifiers like IMEI numbers has become a serious concern. To protect citizens and secure telecom networks, the Government of India has reinforced laws against tampering and misuse of these unique device identifiers.
The Department of Telecommunications (DoT) reminds all citizens about strict legal provisions under the Telecommunications Act, 2023, which prohibit altering or using devices with tampered IMEI numbers.
Key Legal Provisions

Section 42(3)(c): Tampering with telecommunication identifiers like IMEI numbers is strictly prohibited.

Section 42(3)(e): Obtaining SIM cards or device identifiers through fraud, cheating, or impersonation is an offense.

Section 42(3)(f): Possession of devices such as mobile handsets, modems, SIM boxes, or modules using tampered identifiers is illegal.

Penalties: Violations may lead to up to 3 years of imprisonment, fines up to ₹50 lakh, or both. These offenses are cognizable and non-bailable, and anyone who abets or promotes such offenses faces the same penalties.

Telecommunications (Telecom Cyber Security) Rules, 2024: Altering IMEI numbers or using equipment where IMEI can be changed is prohibited.
What Citizens Should Avoid

Using mobile devices with tampered IMEI numbers.

Procuring or using modems, modules, or SIM boxes with configurable or tampered IMEIs.

Acquiring SIM cards using fake documents, fraud, or impersonation.

Handing over SIM cards obtained in their name to others who may misuse them.

Using apps or websites that modify calling line identity (CLI) or other identifiers.
Citizens should note that if SIM cards issued in their name are misused by others, they may also be held legally responsible.

To ensure safety, citizens can verify IMEI details using the Sanchar Saathi portal (https://ceir.sancharsaathi.gov.in/Device/SancharSaathiKym.jsp) or the Sanchar Saathi Mobile App, which provides information on brand, model, and manufacturer. The initiative helps citizens secure their mobile connections and prevents misuse of telecom resources.
