-Navy to Launch NCMIS 2.0, NavKalp Modules at Key Event
New Delhi : The Indian Navy is set to host the Naval Civilian Function on April 23, 2026, at the Manekshaw Centre, in recognition of the vital role played by its civilian workforce in strengthening operational readiness. The समारोह will be graced by Sanjay Seth, Minister of State for Defence, as the Chief Guest.
The event aims to highlight the contributions of Naval Civilians while showcasing key initiatives undertaken by Naval Headquarters, Command Headquarters, and various units to enhance administrative efficiency, accelerate digital transformation, and promote training and welfare measures.
Over the past year, the Navy has introduced a series of reforms focused on improving human resource management and streamlining administrative processes. These include policy measures to simplify promotion procedures, regulate transfers, and address complex service guidelines. Initiatives such as the “Abhar Ceremony” to honour retiring personnel, along with timely implementation of career progression schemes like MACP (Modified Assured Career Progression) and NFU (Non-Functional Upgradation), have further strengthened workforce morale.
Efforts have also been made to modernize recruitment frameworks, conduct skill development programmes, and expand welfare initiatives. Strategic collaborations with institutions and organizations such as State Bank of India and Bajaj Allianz have facilitated financial and insurance benefits for personnel, alongside workshops focused on mental health and overall well-being.
In the digital domain, the Navy has made notable progress with the rollout of NCMIS (Naval Civilian Management Integrated System) Version 2.0, also known as “SAKSHAM,” and the introduction of customized training modules “NavKalp” on the iGOT Karmayogi Bharat platform. Additional digital services such as the Defence Travel System (DTS) and DigiLocker have also been extended to Naval Civilians, enhancing efficiency and accessibility.
The समारोह will also feature the felicitation of selected Naval Civilians for their outstanding performance and dedication. Key launches during the event will include the formal inauguration of NCMIS 2.0 (SAKSHAM), NavKalp training modules, and the release of the biannual magazine Udantika by the Chief Guest.
Overall, the function reflects the Indian Navy’s continued commitment to recognizing its civilian workforce and fostering a modern, efficient, and welfare-oriented administrative ecosystem.
