New Delhi : The 10th meeting of the Governing Council of NITI Aayog was held in New Delhi on Saturday under the chairmanship of Prime Minister Shri Narendra Modi, in which Haryana Chief Minister Shri Naib Singh Saini and Chief Ministers of other states participated. In the meeting, the Prime Minister said that we have to increase the pace of development. If the Center and all the states come together and work together like Team India, then no goal is impossible. Developed India is the goal of every Indian. When every state develops, India will develop. This is the aspiration of 140 crore citizens.

In the meeting, Chief Minister Mr. Naib Singh Saini presented Haryana’s Vision Document-2047, underlining the state’s active contribution in the concept of ‘Developed India @ 2047’, which aims to take Haryana’s economy to one trillion dollars by the year 2047 and create 50 lakh new jobs.

The Chief Minister said that the Prime Minister’s intentions, policies and decisions have always been decisive in the national interest. The vision of developed India is to build a self-reliant, prosperous, empowered, capable, inclusive and technologically advanced India. It is our collective responsibility to make this vision a reality. To ensure the participation of the state of Haryana in this, the Haryana Government has prepared the State’s Vision Document-2047, which has been prepared in harmony with the nation’s vision document.

He said that in the State Vision Document, our goal is to make Haryana’s economy one trillion dollars by the year 2047. I request that after Haryana Vision-2047 is finalized, it should be integrated into the national level Developed India Dashboard.

Foundation of the Future: Haryana created ‘Department of Future’

Shri Nayab Singh Saini said that special emphasis has been laid on six important points to contribute in building a developed India. These points have also been included in the state budget for this financial year. We have created a new department named ‘Department of Future’ to make Haryana future-ready. This department will explore the possibilities of development through latest technologies like Artificial Intelligence, Quantum Computing and Robotics. The Department of Future will work as a nodal agency to create long-term strategic initiatives, technological foresight and integrated policy to achieve a trillion dollar economy and inclusive growth in line with Haryana’s Vision-2047.

From AI Mission to ‘Fund of Funds’, new opportunities will be created for the youth

The Chief Minister said that we are creating Haryana AI for Artificial Intelligence. We are setting up a mission. Recently, Haryana has signed an agreement with the World Bank for this. ‘Haryana Venture Capital Fund’ is working fast to create internships, mentorship and cheap infrastructure to encourage youth for startups. Apart from this, the state government has encouraged private investors to create a ‘Fund of Funds’ of Rs 2 thousand crore. It will establish Haryana as a major center of innovation and entrepreneurship by investing in startups.

The Chief Minister said that today technical barriers are a big problem in the rapid development of the economy and the shelf life of skills is decreasing. Therefore, the skill ecosystem should be modernized. The Chief Minister also proposed to develop ‘Integrated Skill Hub’.

He said that the Haryana Government has started a high-level task force called ‘Mission Haryana-2047’ last year. It has started work to take the state’s GDP to one trillion US dollars and create 50 lakh new jobs.

Efforts towards decriminalization in 230 Acts of 37 departments, draft of ‘Jan Vishwas Bill’ prepared

Sharing the progress of Haryana, the Chief Minister said that in PM Gati Shakti, Haryana has consistently retained the ‘Achiever’ category among land locked states in the LEADS survey for three consecutive years – 2022, 2023 and 2024. We have made integration of all projects costing more than Rs 100 crore with the National Master Plan of PM Gati Shakti mandatory. More than 1,100 complex compliances have been simplified to reduce the regulatory burden. This has created a favorable environment for investors in the state. Soon the state government is also going to set up ‘Ease of Doing Business Cell’. We are moving towards decriminalization from small provisions of more than 230 Acts in 37 departments. For this, a state-level ‘Jan Vishwas Bill’ is being drafted. It will be notified by December 2025. This will ensure a reliable, transparent and efficient governance system.
The Chief Minister assured that in line with the steps taken by the Central Government to make India developed by the year 2047, Haryana will also work to make maximum contribution to developed India.
