New Delhi: Introducing the Anti-Paper Leak Bill in the Rajya Sabha, Union Minister of State Dr. Jitendra Singh said that India has four major recruitment agencies conducting examinations for different sectors, including the Union Public Service Commission (UPSC), the Railway Recruitment Boards (RRBs), the Institute of Banking Personnel Selection (IBPS), and the National Testing Agency (NTA) for higher education entrance examinations.
During his address, Dr. Singh said it was ironic that the idea of establishing a National Testing Agency was first proposed in 1992, nearly 33 years ago, when the Congress was in power at the Centre. He noted that the proposal was reiterated by several expert committees over the years, and in 2010 another committee strongly recommended setting up such an agency.
Highlighting the Modi government’s efforts, the Minister said the long-pending proposal has finally been implemented under the leadership of Prime Minister Narendra Modi. He expressed confidence that even the Opposition would acknowledge that the government has completed an unfinished task that had remained pending for decades.
Dr. Jitendra Singh made these remarks while presenting the Anti-Paper Leak Bill in the Rajya Sabha, emphasizing the government’s commitment to strengthening the integrity, transparency and credibility of India’s examination and recruitment system.
He said that “Nothing could be more hilarious ! The Hon’ble Member claims that there were 152 paper leaks impacting 750 crore children in India, whereas the entire population of the world is just around 800 crore”. Rejoinder during the Lok Sabha discussion on “The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026”.
He said that “The list of Paper Leak instances is long, extending over several years, with the latest paper leaks being reported from the States of Punjab and Karnataka “.
