Gurugram : Haryana’s primary education system received international recognition as a high-level delegation from the United Arab Emirates (UAE) visited government schools in Gurugram to study the implementation of the Foundational Literacy and Numeracy (FLN) programme under the Nipun Haryana Mission.
A five-member international delegation visited the Government Model Sanskriti Primary School, Sector-43 and Government Model Sanskriti Primary School, Sector-31, Gurugram, and closely observed various initiatives aimed at improving children’s learning outcomes.
The delegation conducted an extensive review of students’ learning processes, teaching methodologies, digital innovations, mentoring systems, Teaching Learning Material (TLM), print-rich classrooms, libraries, smart classrooms and other academic activities. The members appreciated Haryana’s education model and innovative approaches towards strengthening foundational learning.

The delegation included:

The delegation was accompanied by Arpit (SPIU Member), Ayushi (SPIU Member) and Manoj Kumar Lakra, District Nodal Officer, Nipun Haryana Mission, Gurugram.
Traditional Indian Welcome at Schools
On reaching the schools, the guests were warmly welcomed by girl students through traditional Indian customs, including tilak ceremony and flower garlands.
The programme began with the lighting of the ceremonial lamp before Maa Saraswati, marking the commencement of the interaction.
Delegation Reviews Learning Model from Balvatika to Class 3
The visiting members observed classrooms from Balvatika to Classes 1, 2 and 3 and interacted with students to understand their reading, writing and mathematical abilities.
They also held detailed discussions with teachers regarding Haryana’s teaching methods, activity-based learning practices and classroom management techniques.
The delegation was particularly impressed by the schools’ libraries, language and mathematics laboratories, child-friendly classrooms and print-rich learning environment.
Digital Innovations Under Nipun Haryana Mission Impress Delegation
During the visit, the delegation reviewed the digital ecosystem developed under the Nipun Haryana Mission.
Nipun Mentor App:
The delegation observed how mentors conduct quick assessments of students in schools and how real-time data is made available on the state-level dashboard for informed decision-making.
Nipun Teacher App:
The members appreciated digital lesson plans, activity-based teaching resources and teacher support materials available through the application.
Nipun Parents App:
The delegation described the initiative as highly innovative, noting that it enables parents to remain directly connected with their children’s learning progress.
CRP Model Appreciated for Academic Support
The delegation also reviewed the Cluster Resource Person (CRP) model, developed to ensure academic cooperation among schools and provide regular guidance to teachers.
The members termed it an effective grassroots management model for improving educational quality.
Teachers showcased self-developed Teaching Learning Materials (TLM) and the Contact Foundation’s S-Box. ABRC Urvashi gave a live demonstration of the S-Box functionality through a smart board and explained the usefulness of the Nipun Mentor App.
Nipun Gurugram Innovations Attract Attention
District Nodal Officer Manoj Kumar Lakra briefed the delegation about educational resources developed by the Haryana Education Department, including textbooks, teacher guides, workbooks, Contact S-Box and other academic materials.
He also introduced various innovations developed in Gurugram, including:

- Nipun Balgeet Manjusha
- Nipun Gurugram Newsletter
- Other educational publications and initiatives
Manoj Kumar Lakra Presents Nipun Haryana Mission Model
During his presentation, District Nodal Officer Manoj Kumar Lakra explained that the Nipun Haryana Mission is not merely a government programme but a commitment to ensure that every child achieves foundational skills in reading, writing and understanding by Class 3.
He highlighted that Haryana has developed an effective model by combining technology-based monitoring, regular mentoring, data-driven decision-making, teacher training and local innovations.
He said the model has now gained appreciation at the international level for its focus on improving foundational learning outcomes.
UAE Delegation Praises Haryana’s Education Approach
Delegation member Ms. Clemence Finaz said:
“We came here to understand how large-scale transformation can be achieved. Haryana’s data-driven education system and focused approach towards foundational literacy are highly impressive. We are taking back several valuable learnings from here for our countries.”
Nipun Mission Improving Primary Education Quality: DEEO Sumita Rangi
District Elementary Education Officer (DEEO) Sumita Rangi said that the Nipun Haryana Mission has brought significant improvement in the quality of primary education in Gurugram.
She highlighted that the Nipun Parents App has strengthened communication between schools and parents, while the Nipun Mentor App enables timely academic interventions based on real-time data.
The visit further highlighted Haryana’s growing recognition as a state promoting technology-enabled, data-driven and child-centric education reforms.
