New Delhi : Union Minister for Rural Development Shivraj Singh Chouhan on Sunday unveiled the Rural Internal Audit Portal during the Rashtriya Gramin Vikas Sammelan at the Pusa Campus in New Delhi. The AI-enabled digital platform is designed to improve transparency, accountability, and efficiency in the Ministry of Rural Development by modernizing internal audit processes.
Developed by the Office of the Chief Controller of Accounts (CCA) in partnership with the National Informatics Centre (NIC), the portal is the country’s first unified digital platform for managing both risk-based and compliance audits from start to finish.
A Shift Towards Digital Governance
The new portal replaces traditional paper-based audit practices with a centralized, technology-driven system. It integrates audit planning, execution, reporting, compliance tracking, monitoring, and analytics into a single platform, enabling faster and more transparent audit management across rural development programmes.
The initiative was introduced to overcome long-standing challenges such as scattered records, manual documentation, delayed reporting, limited monitoring, and the absence of a centralized database for audit information.
Development and Rollout
The concept was developed after extensive consultations with auditors, programme divisions, field officials, and other stakeholders to identify areas requiring digital transformation.
A pilot project was launched in Chandauli district of Uttar Pradesh on April 1, 2025, where the platform successfully demonstrated its capabilities. Following the successful trial, all major modules became operational from October 2025, enabling complete digital management of the audit lifecycle.

The Rural Internal Audit Portal has been developed to:
- Digitize the entire internal audit process.
- Increase transparency and accountability.
- Create a centralized repository for audit records and Action Taken Reports (ATRs).
- Enable risk-based audit planning.
- Automate audit report generation.
- Provide real-time monitoring of audit progress.
- Support AI-based analytics for identifying risks and improving decision-making.
- Promote paperless and environmentally sustainable governance.
Secure Technology Framework
Built on a modern and scalable technology architecture, the portal is hosted by the National Informatics Centre (NIC) and follows Government of India standards for digital governance.
It includes role-based access control, secure API integration, continuous monitoring, audit logs, periodic security assessments, automated backups, and disaster recovery mechanisms to ensure data security and uninterrupted operations.
The platform has also been designed to support future integration of artificial intelligence, machine learning, and advanced analytics.

One of the portal’s standout features is its Map View Module, which identifies audit units that have never been audited, helping authorities prioritize inspections more effectively.
Improved Governance and Transparency
According to the Ministry, the portal has significantly strengthened internal audit administration by standardizing reporting practices, improving record management, enhancing compliance monitoring, and reducing dependence on physical documentation.
Automated workflows have also accelerated approvals and improved coordination among different stakeholders, while analytical dashboards provide valuable insights for identifying trends and assessing programme performance.
National Recognition
The Rural Internal Audit Portal has already received recognition at the national level.
In December 2025, the Office of the Controller General of Accounts (CGA) under the Ministry of Finance granted in-principle approval for adopting the portal’s Internal Audit Module across Civil Ministries and Departments.
The CGA acknowledged it as India’s first unified digital platform for end-to-end internal audit management, highlighting its capabilities in audit planning, financial tracking, report generation, and digital processing of Action Taken Reports.
Future Roadmap
The Ministry of Rural Development plans to further strengthen the portal by integrating advanced AI capabilities, predictive analytics, intelligent risk-scoring systems, and enhanced management dashboards.
These future upgrades aim to make internal audits more efficient, data-driven, and strategic, supporting better governance and stronger accountability across rural development programmes.
