Chandigarh : Notable results have emerged from the mission-mode approach adopted by Haryana Police to curb cybercrime. In the past two years, not only has there been a significant drop in cyber fraud cases across the state, but unprecedented success has also been achieved in recovery, arrests, and technical interventions. While cybercriminals defrauded citizens of ₹107.86 crore in March 2024, the amount dropped to ₹40.86 crore in March 2025. Thus, there has been a record 62% reduction in cyber fraud amounts in Haryana. In recognition of this achievement, Director General of Police Shatrujeet Kapur congratulated the Haryana Cyber Police team, who worked with full dedication, treating their duties as a 24×7 mission, not merely a job.
Refunds Now Possible Without FIR – Haryana Brings Legal Reform
A historic step has been made possible due to the efforts of Haryana Police, wherein the requirement of an FIR has been removed for refunding money lost to cyber fraud. Following the orders of the Hon’ble Punjab & Haryana High Court and amendments to the Legal Services Authority Act, 1987, victims can now seek refund through Lok Adalats, provided no FIR has been filed in the matter. With this reform, Haryana has become the first state in the country to legally facilitate refunds without the registration of an FIR.
High-Response Cyber Helpline 1930 Becomes a Major Force
Additional Director General of Police (Cyber), Mamta Singh, shared that the Haryana Cyber Helpline 1930 team succeeded in saving four times more fraud money in March 2025 compared to September 2023. The key drivers of this success were deployment of technically skilled personnel and a rapid response system. While only 12 police personnel were manning the 1930 helpline in September 2023, this number has now been increased to 70.
Massive Surge in Arrests and Technical Action Against Cybercriminals
Haryana Police has undertaken large-scale action against cybercriminals over the past two years. In 2023, an average of 5 cybercriminals were being arrested daily, which rose to 22 per day in 2025. Rigorous action has also been taken against bank accounts and mobile numbers. In 2024, a total of 2,83,589 bank accounts and 1,24,565 mobile numbers involved in cybercrime were blocked—among the highest in the country. Additionally, nearly 50 bank employees found complicit in fraud were also arrested.
Joint Platform with Banks Created to Block Fraud During the ‘Golden Hour’
Haryana Police has collaborated with banks to create a unified platform. Currently, 16 nodal officers from 11 major banks are working alongside Haryana Police to ensure that fraudulent transactions are blocked within the ‘Golden Hour’—the critical time window immediately after fraud occurs. All officers work in coordination on a single digital platform.
National Recognition Through Legal and Technological Reforms
Haryana Police has not only achieved technical excellence but also gained national recognition. On 10 September 2024, Union Home Minister Amit Shah honored Haryana Police for its efforts in preventing cybercrime. Advanced tools like Artificial Intelligence (AI) have also been deployed to bolster strategic action against cyber threats.
DGP’s Prioritization and Strategic Leadership
After assuming charge in August 2023, DGP Shatrujeet Kapur made cybercrime control a top priority. He not only worked closely with the cyber team to develop strategy but also held regular dialogues with banks, telecom companies, and the RBI to enhance systemic responsiveness and effectiveness. As a result of these coordinated efforts, Haryana has now become a model state in the fight against cybercrime at the national level.
