Haryana Cabinet Chaired by CM Nayab Singh Saini Takes Many Big Decisions

Chandigarh : Many important decisions were taken in the Haryana Cabinet meeting chaired by the Chief Minister Nayab Singh Saini on Thursday on June 26. These include approval of the Land Purchase Policy 2025, approval of amendment in the Haryana Civil Services Act 2016 and approval of the proposal to change the name of the Anti-Corruption Bureau. A proposal to implement an Integrated Pension Scheme for govt employees is also announced .

These informations are shared by the Chief Minister Nayab Singh Saini after Haryana Cabinet meeting.

Cabinet approves renaming of Anti-Corruption Bureau (ACB) as State Vigilance and Anti-Corruption Bureau, Haryana

Cabinet approves Land Purchase Policy, 2025

Approval of Voluntary Land Purchase Policy, 2025 to Government Departments, Boards and Corporations and Government Companies for Development Projects

Provisions related to encouraging aggregators for aggregation of land and their registration through online portal have been included in this policy

Landowners can offer their land and get maximum value for it

Landowners can sell their share partially or fully, which was not provided in the earlier policy

Land will also be acquired for road projects, for this, adoption of NHAI model will be considered

Apart from this, provision has been made to ensure an approach road of 5 karam to the proposed land

Convenience fee to the aggregator will be 1 percent of the total transaction cost and payment in two installments will be given in

The aggregator will be given incentives ranging from Rs 1000 to Rs 3000 per acre for collecting 70 percent or more land

Departments and bodies of the Government of India will also be able to adopt the process of land purchase under this policy for their development projects

Amendments in Haryana Civil Services Rules, 2016 approved

Housing facility for 2 years to the family of the deceased employee ensured

In case of death of a government employee during service, the family of the deceased will get housing allowance for a period of two years

In addition, the family can retain the government accommodation for a period of two years by paying the usual license fee

Amendments to Haryana Civil Services Pension Rules have been approved in the meeting and these rules will be considered effective from 19 July 2016

The amount of pension commuted by the government employee at the time of retirement will be restored on completion of 15 years from the date of retirement

Earlier, the amount of commuted pension along with interest will be restored for 15 years or till the amount of commuted pension along with interest is not paid There was a provision for deduction till recovery is done

This decision has been taken in line with the long-standing demands of pensioners and its aim is to provide more financial security to retired employees

It was decided to implement the Integrated Pension Scheme (UPS) notified by the Government of India under the National Pension System (NPS)

This scheme will be effective from August 1, 2025

More than 2 lakh employees who joined government service on or after January 1, 2006 will get the benefit of assured pension

The aim of this scheme is to provide assured pension, family pension to government employees

Under the new Integrated Pension Scheme (UPS), a state government employee who has completed 25 years of service will get a pension of 50 percent of the average basic salary received during the 12 months before retirement

After completing 10 or more years of service, a minimum guaranteed pension of Rs 10,000 per month will be given

More than 2 lakh employees who joined government service on or after January 1, 2006 got its benefit

Haryana government employees have integrated pension There will be an option to continue the scheme or the existing NPS

Approval was given to amend the Haryana Civil Services (Leave) Rules to provide additional casual leaves to women regular employees working in government departments and boards, corporations

Now all women regular employees will get 25 casual leaves instead of 20 per calendar year

This announcement was made in Panchkula on the occasion of International Women’s Day

Contractual women employees of HKRN will also get one additional leave every month

Amendment was made in Haryana Affiliated College Rules

Now mentally or physically handicapped children of employees of government aided private managed colleges will also get the benefit of family pension

In-principle approval to the recommendations of Haryana Rationalization Commission

The Rationalization Commission had submitted a report to the government for restructuring of 16 departments

In the meeting, in-principle approval was given to the reports of Urban Local Bodies Department, Mining and Geology Department and Horticulture Departments

The report includes removal of total posts, changing the names of posts, creation of new posts etc.

31533 posts are sanctioned in the Urban Local Bodies Department which will now increase to 36381

Similarly, on the recommendation of the department, no reduction was made in all the posts of Safai Karamcharis

The Rationalization Commission also decided to create 216 new posts in the Mining-Geology Department

Apart from this, it has recommended creation of 1100 new posts in the Horticulture Department

In the meeting, it was decided to give jobs on compassionate grounds to the dependents of 8 martyrs

According to the government policy, the dependents of soldiers/paramilitary personnel martyred in war on compassionate grounds are eligible for appointment on Group B, C or D posts based on the post of the deceased

In the meeting, approval was given to bring Kanya Mahavidyalaya, Kharkhoda (Sonipat) under the State Government

This decision was taken on the continuous demand of the management and the recommendation of the five-member departmental committee of the Higher Education Department

The Cabinet approved the establishment of the Department of Future

The purpose of establishing this department is to make Haryana a better place Making it “future-ready”

This department will act as the nodal agency for long-term strategic initiatives and integrated policy making to realize the goal of a trillion dollar economy and inclusive growth in line with Haryana’s “Vision 2047” policy

Cabinet approves special scholarship scheme for children of martyred soldiers and paramilitary forces

Under this new policy inspired by the Prime Minister Scholarship Scheme, students from class 6 to 12 will be given a scholarship of Rs 60 thousand per year

Students up to graduation will get Rs 72 thousand per year

Post graduation students will get a scholarship of Rs 96 thousand per year

The objective of this policy is to provide financial assistance to the children of martyred soldiers and paramilitary forces to get quality education, so that their future can be bright and secure

In the Sankalp Patra, our government has announced an annual scholarship of Rs 60 thousand to children from class VI to XII, Rs 72 thousand to graduates and Rs 96 thousand to post graduates for the children of soldiers and paramilitary personnel who lost their lives in war. The government had resolved to provide Rs 2000 scholarship to the children of ex-servicemen

Fulfilling this resolution, the scholarship scheme was approved in the cabinet meeting today

In the year 2006-07, the Prime Minister Scholarship Scheme was started for technical and professional higher education for the children of ex-servicemen, in which boys used to get Rs 2000 and girls Rs 2250 per month scholarship, which was increased to Rs 2500 and Rs 3000 in 2019-20

The Haryana government has brought such a historic scholarship scheme, including the children of paramilitary personnel along with martyred soldiers

Now children from sixth to twelfth class will get Rs 60 thousand, graduates will get Rs 72 thousand, postgraduates will get Rs 96 thousand annual scholarship

In the cabinet meeting, the amendment in the rules of Mining and Geology Department 2012 was approved

Under the amendment, the process of compensation and rate given to farmers has been simplified

Royalty of stone and sand has been increased

Approval has been given to increase the royalty of stone from ₹45 to ₹100 while the royalty of sand has been increased from ₹40 to ₹80

Apart from this, approval has also been given to charge ₹100 per tonne for inter-state transportation of minerals
